Regardless of anything the media says, civilians will not be targeted. Killing civilians has absolutely zero strategic value, it is in fact detrimental and would unite the population who would demand retaliation.
Bombing civilian infrastructure, especially residential would compel the entire population to rally behind the government in support of war against the belligerents in question, giving the warmongers exactly what they want.
