E-Voting Threat Model In Switzerland, they are trying to get an e-voting system right. So far they have failed. The complexity of the system is just mind boggling if you care to read about it. The author is describing certain older machine vulnerabilities. But then he leaves the door open to use machines as long as the ballot marking and tabulation occur on different machines. In other words, he excludes any real risk related to tabulation hacking and relies on audits. This was written in 2018 and we know at this point with CVR data that tabulation machines can be hacked as well. I am not endorsing this author’s conclusion, but it is good to be aware about how “experts” rationalize choices. “The software can be replaced by unauthorized software that behaves differently.The unauthorized software can send instructions to the physical hardware of the machine: motors, scanners, printers, indicator lights, and so on. Anything that the voting machine’s physical hardware can do, the fraudulent software can tell it to do.”

Election Machine “Homework” Assignment Please do the following. Contact your local Board of Elections or equivalent. Ask them these simple questions. Let’s keep it simple and not make accusations. Q1: Which components of the entire election system have wireless CAPABILITES beginning with the e-poll pads, through to ballot marking devices, tabulators, servers, etc….all of it? Q2: How is the configuration of those components confirmed to ensure that those wireless CAPABILITES are not used? Q3: Who is in charge of keeping the configuration specification for those components? Q4: Who is in charge of the configuration verification of those components prior to and during an election? Q5: How is that configuration verification documented prior to and during an election? Q6: Ask for a copy of the results of Q5? Do not let someone tell you “they are not used so don’t worry about it”. We are asking about capabilities here and confirmation that capabilities are not enabled. You may find out that certain capabilities are supposed to be enabled which would also be informative.

“Cutting Edge” Technology from 2014 For the D-Suite product line, the Image Cast Ballot Marking device is a commercial product called a Panel PC. That version is called “Lollipop” by Google. The latest release is beta is 12, so only 7 version behind. In my line of work, the QA group would never permit this type of fuzzy language on a change order. See the international supply chain implications here? And I haven’t even looked at the PanelPC components. Where are those from? Let’s simplify all this. Malware does not run on paper.

I am happy (not so happy) to report THE Election Data Analyzer is 1 year old. It feels like 10 years ago I started this channel with a desire to connect with maybe 5-10 people for a few months. I never wanted this to be what it has become. Everyday has been a grind. There is a story to tell about the past year and I might write a Substack about it if anyone is interested in reading it?? Otherwise, there is too much work to be done to waste time on that. Disappearing back into anonymity would be great but the chances of that are slim, at least until we fix 2020.

The root cause would describe the error in the code, how the error occurred, how the quality control system missed the error, what changes are required to the quality control system to ensure the error does not happen again. You don’t just say, “we found the error in the code and fixed it” and then test the fix…..at least not in my world. How did the VSTL testing of the initial release miss the bug? How many other counties out there had this problem but were not diligent enough to notice it? Elected officials, are you following all of this?

D-Suite Ethernet Ports DVS-100845 engineering change order from March 2022 removes the ethernet port and the ethernet chip from the D-Suite ICE Main Controller Board. “On the ICE Main Controller board, an Ethernet port is being removed, as is the chip and other components that support the Ethernet port communications, due to those components never having been used or enabled.” https://www.eac.gov/sites/default/files/eoc-documents/ECO%20Analysis%20Form%20100845.pdf I guess the logic in the ECO is that the APPROVED use of the machine would never require the ethernet port to be “used or enabled”? But how can you say it has NEVER has been “used or enabled”? This assertion by the VSTL seems misguided…….at best. I sure am glad the ethernet ports are no longer available. It would be really bad if someone bought “Wired to Wireless Ethernet” adapter from Walmart and plugged it into a machine to do something nefarious with wireless….

D-Suite Scanner Workstations EAC Engineering Change Order (ECO) DVS-100830 swaps out the existing scanner workstation for a Dell Precision Model 3450XE. If you look at the specification sheets for the 3450XE, it is not a “hardened” workstation without, for example, WiFi Capabilities. https://www.delltechnologies.com/asset/en-us/products/workstations/technical-support/precision-3450-spec-sheet.pdf How can the ECO permit swapping out to a different workstation without simultaneously ensuring that any and all WiFi and Bluetooth capabilities are simultaneously disabled are included in the ECO scope description? Am I just supposed to believe that in 260 instances across the country the WiFi & Bluetooth will never be used? Elected officials, do you have an answer?

Election Machines Engineering Change Order Case Study Let’s say you were an elected official who really wanted to understand the details of the systems that you are certifying votes from. This is a sample of what you might need to do. Best I can tell on the EAC site, there are 172 versions of D-Suite 5.5A in use in the country. Let’s say, I am one of the counties using 5.5A. Next, I would want to review the VSTL certification documents associated with 5.5A here. 12 documents and 100’s of pages. https://www.eac.gov/voting-equipment/democracy-suite-55-modification Next, I would want to see any change order processed against 5.5A after certification. https://www.eac.gov/voting-equipment/engineering-change-orders Then I would read ECOs to understand the impact. Should we expect our elected officials to do that?
