🇷🇺 Excerpts from Russian President Vladimir Putin’s statement at the plenary session of the 10th BRICS Parliamentary Forum: 📍 July 11, 2024, St. Petersburg 🌐 We fully understand that the establishment of a world order reflecting the real balance of power, new geopolitical, economic, and demographic realities, is a complex process and, unfortunately, even a painful one in many aspects. This is primarily because the efforts of BRICS and other developing countries encounter fierce resistance from the ruling elites of the states of the so-called “golden billion”. ❌ Acting contrary to historical logic and often even to the detriment of the long-term interests of their own peoples, these countries now seek to secure a certain world order based on their so-called “rules”, which no one has seen, discussed, or ever agreed upon. Such rules are written or amended anew every time – tailored to each situation in the interests of those who consider themselves exceptional and have appropriated the right to dictate their will upon others. As if in the “best traditions” of classic colonialism. ❗️ This is a clear attempt to replace legitimate international law, an attempt to create a monopoly on truth, which is destructive. Pressure is mounting on all who have their own stances. Contrary to the principles of international law, it includes forceful coercion, unilateral sanctions, selective application of trade rules, and blackmail. 🤝 I would like to remind you that the main goal of Russia's current BRICS chairmanship is to create the most favorable conditions for progressive development of all its participants. 🎙 Deputy Foreign Minister Sergey Ryabkov’s answer to a media question regarding the joint statement by the US and Germany on ground-based shorter-range and intermediate-range missiles ❓ Question: Could you comment on the US-Germany statement on their intention to start stationing US ground-based intermediate-range and shorter-range missiles in Germany in 2026? 💬 Sergey Ryabkov: This is yet another tangible proof of the extremely destabilising policy of the United States in the field of “post-INF Treaty,” as President of Russia Vladimir Putin recently stressed at the start of a meeting with permanent members of the Russian Security Council on this pressing matter. In particular, the President noted that, after Washington deliberately destroyed the INF Treaty, Americans clearly stated their intention to station arms earlier prohibited under the treaty, in different regions of the world. With unquestioning support of their allies, they have entered an active phase of their plans now. As we have repeatedly warned, the actions of the US and its satellites that create additional missile threats to Russia will not go without due response on our part. This is why in the new circumstances, President Vladimir Putin openly and directly spoke about the importance of carefully reconsidering Russia’s unilateral moratorium on deploying ground-based intermediate-range and shorter-range missiles and on our potential steps. The US-Germany statement on their intention to start stationing US ground-based intermediate-range and shorter-range missiles in Europe in the near future is a deplorable fact as it will have destructive consequences for regional security and strategic stability. But it was expected. ☝️ Competent Russian agencies started their work on developing compensatory countermeasures well in advance and continue this work systematically. Public statements on specific parameters of our country’s response to this “post-INF” escalation will follow as the leadership takes respective decisions.

#Opinion by Ambassador Gennady Gatilov ▪️ We took note of the comments made by the UN High Commissioner for Human Rights, Volker Türk, and his Office regarding the recent tragedy at the Okhmatdet Hospital for Children in Kiev. ▪️ Once again, we witness the "lightning-fast reaction" of the main UN human rights advocate when it concerns events in Ukraine and an opportunity to baselessly accuse our country. This always happens instantaneously, without waiting for even a preliminary investigation of the incident. However, when it comes to civilian casualties in Sevastopol, Belgorod and other Russian cities, as well as in the much-suffering Gaza, Mr. Türk and his Office prefer to remain silent or respond with meaningless “formal replies”. ▪️ If the High Commissioner is so eager to discuss the topic of fulfilling international obligations, Mr. Türk could thoroughly explain to the Kiev regime, to which he is so attentive, the inadmissibility of using civilian populations and infrastructure as "human shields". Furthermore, he should more frequently remind Kiev of the inadmissibility of placing military objects in densely populated areas. This also applies to Ukrainian air defense systems, the negligent and unprofessional work of which has repeatedly led to tragic consequences for civilians, and this time, to a large number of victims at Okhmatdet. ▪️ It is, of course, doubtful that the criminal Zelenskiy regime, which has deprived Ukrainians of virtually all rights and freedoms, is capable of listening to common sense.

#Мнение Г.М.Гатилова ▪️ Обратили внимание на комментарии Верховного комиссара ООН по правам Человека Ф.Тюрка и его Управления относительно недавней трагедии в детской больнице «Охматдет» в Киеве. ▪️ В очередной раз мы становимся свидетелями «молниеносной реакции» главного ооновского правозащитника, если дело касается украинских сюжетов и возможности голословно обвинять нашу страну. Каждый раз это происходит «по горячим следам», не дожидаясь даже предварительного расследования инцидента. Когда же заходит речь о гибели мирных граждан в Севастополе, Белгороде и других российских городах, а также на территории многострадальной Газы, Ф.Тюрк и его Управление предпочитают отмалчиваться или отделываться ничего не значащими бюрократическими «отписками». ▪️ Если уж Верховному комиссару так хочется порассуждать на тему соблюдения кем-то своих международных обязательств, то Ф.Тюрк мог бы подробно рассказать киевскому режиму, к которому он столь заботливо относится, о недопустимости использования гражданского населения и гражданских объектов в качестве "живого щита". Кроме того, почаще напоминать о недопустимости размещения военных объектов вблизи густонаселенных районов. Это касается и украинских систем ПВО, халатная и непрофессиональная работа которых уже не раз приводила к трагическим последствиям для мирных жителей, а в этот раз и к большому количеству пострадавших в «Охматдет». ▪️ Сомнительно, конечно, что преступный режим Зеленского, отобравший у украинцев практически все права и свободы, способен прислушиваться к здравому смыслу.

🎙 Comment by Foreign Ministry Spokeswoman Maria Zakharova in connection with the Kiev regime’s attempts to blame Russia for deliberately attacking Ukraine’s civilian facilities 💬 On July 8, the Russian Armed Forces launched a combined strike involving long-range high-precision weapons systems against Ukrainian military facilities in retaliation for repeated attempts by the Armed Forces of Ukraine to damage our country’s economic enterprises. The facilities include the Artyom and Antonov plants and the Luch Design Bureau in Kiev; the Dnepr and Yuzhmash plants in Dnepropetrovsk, the Heavy-Duty Machine-Building Plant in Kramatorsk; warehouses with Western weaponry and military equipment at the ArcelorMittal Iron and Steel Works in Krivoy Rog, as well as other facilities. All targets were destroyed. As has often been the case with the Ukrainian air defence system, its missiles veered off course and hit residential buildings and social facilities. The same happened this time. Many eyewitnesses and other sources have already confirmed that a Western-made NASAMS surface-to-air missile hit a building of the Okhmatdet Hospital for Children in Kiev. ☝️ Officials on Bankovaya Street immediately started blaming Russia for deliberately killing children. However, no one said that the Artyom Plant is located next to the affected clinic, and that Defence Ministry buildings and military warehouses are also located next door. Certainly, no one said that pro-Bandera supporters are deliberately deploying air defence systems in residential areas, using civilians as a “human shield.” The Kiev junta has been using purely civilian enterprises for military purposes for a long time, either using them to assemble and repair military equipment or to store Western-made weapons and military equipment. Additionally, the Armed Forces of Ukraine use civilians and civilian facilities to shield their positions. Quite often, carriages with military equipment and service personnel are hitched on to passenger trains. Postal delivery vehicles also transport weapons. ❗️ All this rudely violates international humanitarian law that expressly forbids the use of civilian facilities for military purposes. Attempts by the Zelensky regime to use the tragedy with the children’s hospital in Kiev for propaganda purposes confirm its inhuman Nazi essence once again. The Kiev regime is ready to commit any crimes for the sake of retaining power. It cares nothing about the destinies and lives of fellow citizens, including children.

🇷🇺 Statement by Deputy Chairman of the Council of Ministers of the Republic of Crimea - Permanent Representative of the Republic of Crimea under the President of the Russian Federation, Georgy Muradov, during the interactive dialogue with the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, 56th Session of the UNHRC: 📍 July 8, 2024, Geneva ❗️ Discriminatory mechanisms against Russians and Russian-speaking population continue to escalate on the European continent, on which we have repeatedly reported to the Council. 🇱🇻🇪🇪 In Latvia and Estonia, where up to 40% of the population are Russians and Russian speakers, contrary to UN international conventions, authorities fuel hatred towards the native Russian population and their language, which is unlawfully excluded from the education system. Russians are being deported, leaders of anti-Nazi organizations face repressions, and the young generations are being raised in the spirit of hatred towards everything Russian. Politicians advocating for normalization of interethnic relations in these countries are being arrested and intimidated. All this reveals the dangerous nationalist nature of the policies pursued by these states. It should be noted, that the outcomes of the provocative anti-Russian policy in Ukraine are well-known. 🔥 Terror in Europe against its own Russian-speaking population is a strike against the European countries’ own human rights commitments and a significant risk factor for undermining security across the European space. 🛡 Russia protects and will continue to defend its compatriots abroad, above all - on their historical lands.

🇷🇺 Выступление заместителя Председателя Совета министров Республики Крым - Постоянного Представителя Республики Крым при Президенте Российской Федерации Г.Л.Мурадова в ходе диалога со Специальным докладчиком по вопросу о современных формах расизма, расовой дискриминации, ксенофобии и связанной с ними нетерпимости, 56-ая сессия СПЧ ООН: 📍 8 июля 2024 г., Женева ❗️ На европейском континенте продолжают раскручиваться дискриминационные механизмы против русских и русскоязычного населения, о чём мы неоднократно докладывали на Совете. 🇱🇻🇪🇪 В Латвии и Эстонии, где живет до 40% русских и русскоязычных, вопреки международным конвенциям ООН властями подогревается ненависть к коренному русскому населению и его языку, который незаконно исключается из системы гособразования. Принимаются решения по депортации россиян, подвергаются репрессиям лидеры антинацистских организаций, молодежь воспитывается в духе ненависти ко всему русскому. Выступающих за нормализацию межнациональных отношений политических деятелей в этих странах арестовывают и запугивают. Всё это раскрывает опасную националистическую сущность проводимой данными государствами политики. При этом подчеркну, что результаты провокационной антирусской политики на Украине хорошо известны. 🔥 Политика террора против собственного русскоязычного населения в странах Европы – это удар по правочеловеческим обязательствам самой Европы и существенный фактор риска по подрыву основ безопасности на всём европейском пространстве. 🛡 Россия защищает и будет защищать своих соотечественников за рубежом, прежде всего на их исторических землях.

🎙 Выступление Руководителя Федерального агентства по делам национальностей России И.В.Баринова на 17-й сессии Экспертного механизма по правам коренных народов: 📍 8 июля 2024 г., Женева 🇷🇺 Российская Федерация привержена обязательствам государств содействовать достижению целей Декларации ООН о правах коренных народов и признаёт их на конституционном уровне. 🤝 Обеспечение прогресса требует эффективного сотрудничества с коренными народами. В этой связи согласны с выводами исследования Экспертного механизма о том, что кроме принятия законов требуются более широкие изменения. ❗️ Для этого развиваем систему Советов представителей коренных народов при руководстве муниципалитетов и региональных правительствах. Необходимо расширять полномочия Советов и доступ коренных народов для работы в их составе. Советы призваны влиять на процессы принятия решений, осуществлять мониторинг и придать импульс продвижению прав коренных народов. В этой связи также рассчитываем на дальнейшее развитие института омбудсменов по правам коренных народов. В 2023 г. такой мандат учреждён уже в пятом российском регионе. 📈 Отмечаем возрастающую роль парламентариев коренных народов. Многие коренные народы России осуществляют развитие в рамках национально-территориальных автономий в виде Республик, автономных округов и этнических муниципалитетов. Это расширяет возможности их участия в развитии законодательства через своих представителей в федеральных, региональных и местных парламентских структурах. ⚖️ Важную роль выполняет представительство коренных народов в коллегиальных органах принятия решений, возглавляемых Президентом Российской Федерации. ❗ Выступление представителя Российской Федерации в связи с принятием доклада по итогам прохождения КНР процедуры Универсального периодического обзора (УПО), 56-ая сессия СПЧ ООН: 📍 4 июля 2024 г., Женева 🇨🇳 Российская делегация приветствует прохождение Пекином четвертого цикла Универсального периодического обзора. Отмечаем конструктивный настрой, продемонстрированный делегацией Китая в ходе проведения процедуры УПО. 🤝 Благодарим китайских коллег за развёрнутую информацию по вынесенным в адрес этой страны рекомендациям. Констатируем, что принято большинство из них, включая российские. ❗️ Высоко оцениваем тот факт, что Китай постоянно совершенствует систему институтов, посредством которых граждане страны участвуют в управлении государством, поощряет участие населения в политической жизни, гарантирует ему возможность участвовать в демократических выборах и процессе принятия решений. ❌ Категорически не приемлем политически мотивированные попытки ряда стран использовать вопросы защиты прав человека в качестве предлога для вмешательства во внутренние дела Китая и оказания на него политического давления. ✅ Российская Федерация рекомендует принять доклад о прохождении Китаем четвертого цикла УПО.
