Según Kan News, Israel, Líbano y EE.UU. firmarán este viernes un acuerdo marco, es decir un documento que establece los principios y condiciones generales que guiarán las negociaciones futuras sin resolver todos los detalles, sobre el inicio de la retirada parcial de las fuerzas israelíes del sur del Líbano. El acuerdo contempla un proyecto piloto en dos zonas concretas de las que Israel se retirará y el ejército libanés entrará en su lugar: una al norte del río Litani y otra al sur. Sin embargo, Israel no abandonará completamente el territorio libanés en esta etapa, sino que simplemente retrocederá dentro de la franja de seguridad que ocupa actualmente. Las partes acordaron además cómo manejar los túneles de Hezbollah, cómo evitar el rearme del grupo y dar inicio a negociaciones sobre la frontera terrestre entre ambos países. El acuerdo también establece que las fuerzas israelíes permanecerán en el sur del Líbano mientras Hezbollah no sea desarmado.
Quedan varios asuntos sin resolver. Aún no hay fecha para comenzar el piloto en el terreno porque el ejército estadounidense debe primero entrenar al ejército libanés para asumir esas zonas. Un mecanismo de coordinación dirigido por EE.UU. se encargará de coordinar la actividad entre ambos ejércitos, y una vez tomada la decisión, Israel necesitará varios días para reorganizar y retirar sus fuerzas de manera segura.
