Imtihonimda tushgan Task 2: Some people believe that everyone has the right to a university education and that the government should make it free, regardless of their financial background. To what extent do you agree or disagree? It is asserted that tertiary education is the fundamental right of every individual; therefore, it should be fully funded by the government. While school-leavers from disadvantaged families and those with an exceptional level of academic ability should be provided with subsidised higher education, I maintain that making university education free for everyone would be a rather inefficacious approach. Admittedly, there are many youngsters from poverty-stricken families who have the enthusiasm and adequate academic ability to study at university. However, due to financial constraints, most of them simply cannot pursue higher education and are forced to find temporary or low-paid jobs instead. By covering their university fees, governments could not only break the vicious cycle of poverty in certain families but also increase the number of highly skilled workers who would contribute to the economy. In addition, some school graduates who are genuinely bright should be offered full subsidies. This way, the government could hopefully motivate them to further their studies in their home countries and abandon the idea of moving abroad, thus preventing brain drain. That said, such a blanket policy would be inconsiderate, as a country needs a workforce from all walks of life. If the government subsidised university education for everyone, this could foster an imbalance, with certain fields being overwhelmed by a disproportionate number of candidates for limited vacancies, while others would suffer from a shortage of qualified workers. Beyond this, it would be difficult even for a developed nation to offer free higher education to its entire population, since such a commitment would require a huge allocation of public funds. To offset this expenditure, governments would highly likely have to resort to higher taxes or cuts in spending on other essential services. As a result, it would be the general public who would be bound to bear the brunt of this policy. To reiterate, there is a fallacy in the assumption that the government should offer subsidised higher education to every person simply because it is considered their basic right. Yet, this would be beneficial for neither the country nor society. Therefore, it is advisable for governments to weigh what they are going to achieve against what they are going to lose before making such a decision.
