Any excess expenditure must be borne by states, raising federalism and fiscal stress concerns among some states. 📌 MGNREGA and Farm Labour Shortage: What Do Data Show? (Indian Express Explained) 1. The Claim It has been argued that MGNREGA caused shortage of agricultural labour, especially during peak farming seasons. 2. Evidence-Based Findings No conclusive nationwide evidence that MGNREGA led to a large-scale farm labour shortage. MGNREGA increased workers’ bargaining power, but real rural wages did not rise sharply.
