Russia's National Anti-Terrorism Committee has confirmed that the explosion at a cafe on Kudrinskaya Square in Moscow was caused by a homemade explosive device. The Interior Ministry and Health Ministry have confirmed 3 people dead and 15 injured, and investigators and forensic teams are still working at the scene. The FSB has arrested a man from Khabarovsk, Russia, accusing him of spying for New Zealand. According to the FSB, the man "proactively contacted" New Zealand's intelligence agency, the NZSIS, and shared information that could harm Russia's security. He has been charged with treason under Article 275 and is being held in custody. The NZSIS has declined to comment on the case, calling it an operational matter, and has noted that Russian state media is not always reliable, meaning these claims have not been independently confirmed.
