The only effective way to deal with fake news, coordinated propaganda, and foreign influence campaigns is to improve transparency and accountability on social media platforms.
I believe the Government of India should require all social media platforms operating in India to:
1. Display the country from which an account is currently operating.
2. Display the country where the account was originally created.
3. Indicate whether the account is currently using a VPN or similar anonymizing service, where technically feasible.
4. Require periodic re-verification through SMS or other secure methods for accounts using Indian mobile numbers.
5. Identify accounts using Indian mobile numbers while operating from outside India and verify their authenticity.
6. Require platforms to report suspicious accounts—such as those operating from hostile foreign countries, using VPNs to conceal their location, or using Indian mobile numbers from abroad in a manner that appears fraudulent—to the appropriate Indian authorities, in accordance with applicable laws.
These measures could improve transparency, help users identify the origin of online content, and make it more difficult for fake accounts and coordinated foreign propaganda networks to influence public opinion in India.
