Budanov has a provocation fetish using right about anyone (his special forces are quite a thing made of some of the worst of the worst out there) to expand the war. The guy is all about suicidal missions (send them to capture the nuclear plant, go over the Russian minefields into Russia, etc.), if he's willing to do that to his people, imagine what he's willing to do to the enemy. He'll rightfully piss Russia off, and it will lose them the war so fast
