A draft directive that requires degree graduates who completed their education between 2010-2015 E.C. without a Certificate of Competency (COC) to pass an exam corresponding to their educational level to verify their academic credentials has been opened for public comment. The Federal Democratic Republic of Ethiopia (FDRE) Education and Training Authority has opened a new draft directive, said to improve the process of issuing higher education credentials and equivalency assessment, for public comment. The Authority has called on the education community and stakeholders to provide feedback on this draft, which is prepared to amend "Education Credential Verification and Equivalency Assessment Directive No. 990/2016". According to the Authority, this amendment directive is necessary to make the process of verifying academic credentials issued by higher education institutions fair, efficient, and transparent. It is specifically designed to fill gaps observed in the equivalency assessment and authentication processes. This directive will apply to students who studied at both public and private higher education institutions operating in Ethiopia and graduated between 2010 E.C. and 2015 E.C. Its applicability: 1. Graduates who studied for a degree without taking the Certificate of Competency (COC) exam before entering degree programs. 2. And it includes students who took the Certificate of Competency (COC) after enrolling in degree programs. For graduates with a first degree who have original training certificates or diplomas and transcripts verified by the Authority or by federal or regional Technical and Vocational Education and Training (TVET) institutions, but lack a Level Four Competency Framework (COC), for their academic credentials to be verified: 👉 Students holding a first, second, or third degree (from 2010 E.C. to 2015 E.C.) must sit for and pass an exam prepared by the Minister, corresponding to their educational level. 👉 For students who graduated starting from 2015 E.C., their academic credentials will only be verified upon confirmation that they have taken and passed the Exit Exam. 👉 From the time this amended directive comes into effect, any higher education institution must admit and teach students only by following the admission criteria issued by the Ministry of Education or any relevant body. According to the directive's interpretation, "giving an exam corresponding to their educational level" means an exam given to those who hold a first, second, or third degree without a Level Four Certificate of Competency, based on their current or held degree, to verify their academic credentials upon passing the exam. The Authority has officially presented this draft directive for discussion before its approval. Accordingly, the comment period for the draft will be from Sene 29, 2018 E.C. to Hamle 13, 2018 E.C.
