| 2 | 🔆 Theatre Commands: Balancing Military Reforms with Operational Readiness
📍 Why in News?
✅ India is moving towards Integrated Theatre Commands (ITCs) by merging the existing 17 single-service commands into three integrated theatre commands
✅ The debate now focuses on ensuring operational readiness during the transition
📍 What are Integrated Theatre Commands?
✅ Unified commands integrating the Army, Navy and Air Force under a single commander for a specific geographical theatre
✅ Aim to improve joint planning, resource optimisation and integrated warfighting capability
📍 Key Challenges
✅ Knowledge gap as theatre commanders must lead personnel from all three services with different operational cultures
✅ Career progression and rank harmonisation issues may affect morale and motivation
✅ Risk of slower decision-making due to additional command layers during the transition
✅ Possible temporary decline in operational readiness while structures and procedures are reorganised
📍 Why Readiness Matters
✅ India faces simultaneous security challenges from China and Pakistan, leaving little room for reduced preparedness
✅ Structural reforms require years to mature, whereas military readiness must be maintained continuously
📍 Suggested Readiness Framework
✅ Define clear readiness metrics specifying what the joint force should be prepared to achieve
✅ Measure readiness through unit readiness, force readiness and sustainability with surge capacity, rather than only inputs like manpower and equipment
✅ Establish institutional oversight through a Defence Readiness Council and regular readiness reviews
✅ Adopt a phased transition, retaining reserve capabilities until new theatre commands become fully operational
📍 International Experience
✅ China established five theatre commands over about two years
✅ The United States implemented major joint command reforms gradually after the Goldwater–Nichols Act, 1986
📍 Significance
✅ Integrated theatre commands can enhance jointness, efficiency and faster operational response
✅ However, reforms should prioritise combat readiness so that organisational restructuring does not weaken national security
📍 Mains Question
“Integrated Theatre Commands are essential for modern warfare, but their success depends on preserving operational readiness during transition.” Discuss. (15 Marks, 250 Words)
