Objectives of the IT Policy Enhance quality of life and create knowledge-based society. Generate employment through IT/ITES industries. Bridge the digital divide between rural and urban Bihar. Encourage innovation and entrepreneurship. 3. Strategic Thrust Areas 1. e-Governance: Digitization of government services. Citizen-centric services and online service delivery. 2. IT Infrastructure Development: Expansion of broadband and digital connectivity. Setting up of IT Parks, Incubation Centers, and Data Centers. 3. Human Capital Development: IT training for youth and professionals. Skill development through institutions like Bihar Knowledge Center. 4. IT Industry Promotion: Incentives for startups and IT companies. Simplified clearance process and Single Window System. 5. Cyber Security & Data Privacy: Protection of data and secure communication systems. 6. Promotion of Electronics Manufacturing: Support for ESDM (Electronics System Design and Manufacturing) sector. 4. Policy Incentives Capital Subsidy: On infrastructure for IT parks and units. Interest Subsidy: For loans availed for IT unit setup. Stamp Duty Reimbursement: For land purchase or lease for IT units. Skill Development Support: Training subsidies for IT manpower. Electricity Tariff Rebate: Special power tariffs for IT units. EPF Reimbursement: Partial contribution for new employees. 5.
