ጉዳዩ ፡- የልደት ምዝገባ እንዲደረግ _ ስለማሳወቅ - በአዲስ አበባ ከተማ አስተዳደር የትምህርት ቢሮ ለ2018 በጀት ዓመት የተማሪዎች ምዝገባ (ቅበላ) የልደት ምዝገባ ምስክር ወረቀት አስገዳጅ መደረጉ ይታወቃል፡፡ ሆኖም በአዲስ አበባ ከተማ ነዋሪ ሆነው ልጆቻቸውን የሚያስተምሩ ነገር ግን በተለያዩ ምክነያቶች የነዋሪነት መታወቂያ የሌላቸው የተማሪ ወላጆች የልደት ምስክር ወረቀት ለማውጣት ችግር እየገጠማቸዉ መሆኑን ለማረጋገጥ ችለናል፡፡ በመሆኑም በአዲስ አበባ ከተማ አስተዳደር በሚገኙ ትምህርት ቤቶች ልጆቻቸውን የሚያስተምሩ እና የነዋሪነት መታወቂያ የሌለቸው ወላጆች ችግር ታሳቢ በማድረግ በመመሪያ ቁጥር 7/2010 አንቀጽ 5 ላይ መታወቂያን በተመለከተ ኩነት አስመዝጋቢ ወይም ተመዝጋቢ ማቅረብ ያለበት ተብለው የተዘረዘሩትን ቅድመ ሁኔታዎችን መነሻ በማድረግ፡- 1. ልጆቻቸዉ በአዲስ አበባ ከተማ እያስተማሩ የሚገኙ ወላጆች የልጃቸውን ልደት ለማስመዝገብ ብቻ የወላጅን ብሔራዊ መታወቂያ (ፋይዳ መታወቂያ) እና የተማሪው አሁናዊ የትምህርት ማስረጃ በማቅረብ ተማሪው በሚማርበት ትምህርት ቤት በሚገኝ ወረዳ የልደት ምዝገባ አገልግሎት እንዲያገኙ የተፈቀደ መሆኑን ፣ 2. እንዲሁም በአዲስ አበባ ከተማ ተወለደው ነገር ግን የልደት ምስክር ወረቀት የሌላቸው አሁን እድሜያቸዉ ለትምህርት ደርሶ ትምህርት ቤት ለሚገቡ ህፃናት ትምህርት ቤቱ በሚገኝበት ወረዳ ለልጆች ልደት ለማስመዝገብ ብቻ የወላጅን ብሔራዊ መታወቂያ (ፋይዳ መታወቂያ) እና ከሚኖሩበት ወረዳ የተማሪ ወላጆች ነዋሪ መሆናቸዉን የሚገልፅ የድጋፍ ደብዳቤ እንዲያፅፉ በማድረግ የልደት ምዝገባ አገልግሎት እንዲያገኙ የተፈቀደ መሆኑን እንገልፃል፡፡
