🛑 न्यायालयीन रोस्टर व्यवस्था आणि ‘Master of Roster’:
🎯 संकल्पना: 'रोस्टर' (Roster) म्हणजे न्यायालयातील विविध खटल्यांची सुनावणी घेण्यासाठी खंडपीठे ठरवणे आणि कोणत्या खंडपीठासमोर कोणत्या विषयाचे (Subject-matter) खटले चालवले जातील, याचे अधिकृत प्रशासकीय वेळापत्रक.
❇️ घटनेचे कलम 145(1): राष्ट्रपतींच्या मान्यतेने सर्वोच्च न्यायालयाला स्वतःच्या कामकाजाचे आणि कार्यपद्धतीचे नियम (Rules of Court) बनवण्याचा अधिकार आहे.
⭐️ Supreme Court Rules, 2013 (Order VI, Rule 1): या नियमांनुसार प्रत्येक खटल्याची सुनावणी भारताचे सरन्यायाधीश (CJI) नियुक्त करतील अशा खंडपीठाद्वारेच घेतली जाईल.
🎯 ‘Master of Roster’ संकल्पना:
भारताचे सरन्यायाधीश हे प्रशासकीय प्रमुख म्हणून 'Master of Roster' असतात. खंडपीठांची स्थापना करणे आणि प्रकरणांचे वाटप करणे हा त्यांचा विशेषाधिकार आहे.
⭐️ State of Rajasthan v. Prakash Chand (1998): उच्च न्यायालयाचे मुख्य न्यायाधीश हे 'Master of Roster' असल्याचे स्पष्ट करण्यात आले.
🎯 Campaign for Judicial Accountability and Reforms (CJAR) v. Union of India (2017): सरन्यायाधीश हे एकटेच 'Master of Roster' असून, त्यांच्या प्रशासकीय अधिकारात इतर न्यायाधीशांना परस्पर हस्तक्षेप करता येत नाही.
⭐️ Asok Pande v. Supreme Court of India (2018): मुख्य न्यायाधीशांचा हा प्रशासकीय अधिकार न्यायिक स्वातंत्र्याचा अविभाज्य भाग मानला गेला.
