Generally, economics has been used to discuss the relationship between climate change, society and social policy, but Urry believes economics alone is inadequate. Economics tends to see members of society as 'individually rational separate economic consumers maximising their individual utility in the baskets of goods and services they purchase'. However, in reality. People are rather creatures of social routine and habits, but also fashion and fad. These patterns of routine and fashion stem from how people are, much of the time, locked into and reproduce different social practices and institutions, including families, households, social classes, genders, work groups, schools, ethnicities, generations, nations and so on. Urry, 2011, pp. 3-4 The behaviour of individuals does not change simply because the costs of certain activities change. The way that people go about their lives, the networks of interconnections that they have with others and the way that they maintain or change these interactions are crucial in structuring behaviour, and for these reasons Urry believes that society and therefore sociology have to be deeply embedded in the study of climate change. Peak oil, climate change and catastrophic change Such dirty mobility might be enticing and exciting, but Urry believes that it is not sustainable in the long term. Not only do the emissions from such mobility contribute to climate change, but Urry thinks that peak oil has either already been reached or is about to be reached. Peak oil occurs 'when approximately half the potential oil has been extracted. After this peak, oil becomes more difficult and expensive to extract as each oilfield passes the mid- point of its life' (Urry, 2011). Already it is estimated that about three or four barrels of oil are consumed for every new barrel that is discovered, and it seems highly unlikely that oil production can be increased sufficiently to support the expansion of mobile society in the future. It is particularly unlikely with the continuing growth in the world's population and the rapid economic development of China along with the other BRIC countries (Brazil, Russia and India). Many versions of sociology assume that social life develops gradually in an evolutionary fashion, but Urry argues that there is increasing awareness of the possibility of catastrophic change. Alternative futures Urry does not think it is likely that such innovations will be introduced widely enough and soon enough to prevent radical changes in social life in post- carbonism. He therefore outlines alternative ways in which future societies might develop. 1. Perpetual consumerism will involve the continuing expansion of consumer society, with a technological fix (such as hydrogen fuel cells) providing cheap and plentiful energy, becoming common, and some people even going on holiday to the moon. 2. Many environmentalists advocate an alternative future based upon local sustainability. It will involve far less mobility and require the re-embedding of social life in local communities. These communities will become more self-reliant, with more people walking or cycling, friends largely chosen from the local area, and the maintenance of human life resting largely upon local resources and sources of energy. Social status would no longer be linked to high carbon lifestyles; indeed, reliance upon local resources would be likely to increase your status.
