There is Article 111 of the Ukrainian Constitution, which says that powers are transferred to the Speaker of parliament, especially since under martial law, the powers of Parliament are extended - Putin educates.

Putin went on to explain that if elections in Ukraine are not being held during martial law, this does not mean that the presidential term is somehow extended. The only legitimate government in Ukraine remains the Parliane and its Speaker. If they did want to hold presidential elections, they would have to repeal the Martial Law law, that’s all.
