After WhatsApp, IT Ministry sends notice to Telegram, Signal over username feature

The Ministry of Electronics and Information Technology (MeitY) has expanded its scrutiny of messaging platforms by sending notices to WhatsApp, Telegram, and Signal over their username features. These features allow users to connect with others without sharing their phone numbers. The government is concerned that such functionality could significantly increase online fraud, phishing, digital arrest scams, and impersonation attacks by making it easier for malicious actors to contact potential victims while concealing their identities. According to government sources, Telegram has been specifically asked to explain why it should be allowed to continue offering the username feature. Both Telegram and Signal have also been asked to detail the safeguards they have implemented to address fraud and impersonation risks. While the issues being examined are similar across platforms, the government has noted that the cases are not identical because Telegram already offers usernames, whereas WhatsApp has only announced the feature and has not yet rolled it out. The government also highlighted that India is WhatsApp's largest market, with more than 500 million users, making the potential impact of the feature much greater than on Telegram. Earlier, the Centre issued a notice to Meta regarding WhatsApp's proposed username feature and directed the company to pause its rollout until consultations with the government are completed to its satisfaction. The notice stated that the feature could materially increase cybercrime by enabling scammers to contact users without revealing their phone numbers. Meta was asked to explain why action should not be initiated under the Information Technology Act and its associated rules, and was reminded that WhatsApp, as a Significant Social Media Intermediary (SSMI), is required to comply with due diligence obligations under Indian law. In response, WhatsApp defended the proposed feature, stating that it incorporates safeguards designed to prevent scams, impersonation, and unwanted contact. The company also published a detailed FAQ explaining how usernames would work, the protections built into the system, and the measures planned to reduce misuse as users begin reserving usernames. The article also notes that Telegram has been under increased regulatory scrutiny in India in recent months over concerns related to fraud, impersonation, and the circulation of sensitive content. The government had previously imposed a week-long ban on Telegram and its web services until 22 June, citing the platform's failure to curb the circulation of leaked and fake NEET examination papers, misleading content, and other fraudulent activities linked to the country's medical entrance examination process. Telegram's services were restored after the temporary ban expired. Overall, the government's latest actions indicate a broader review of username-based messaging features across major communication platforms to assess whether they pose unacceptable cybersecurity and public safety risks.
