Utilizing their FL STATE CONSTITUTION- if Amendment 3 does not pass this NOV - Donalds has repeatedly said he will use the Taxation and Budget Reform Commission (TBRC) — the body that meets every 20 years under the Florida Constitution (next convening in 2027) — as a key vehicle for property tax reform on homesteads, regardless of what happens with the November 2026 Amendment 3 ballot measure. • He has stated that if Amendment 3 (the current homestead exemption expansion) passes, he will implement it and work on funding formulas to protect smaller/rural counties. • If it fails, he plans to use the 2027 TBRC for a “full top-to-bottom review” of taxes and fees with the goal of eliminating (or significantly reducing) homestead property taxes, or at minimum targeting relief for seniors on fixed incomes and working families. People needed for that process (if Donalds wins in November 2026): • As governor, Donalds would appoint 11 of the 25 voting members of the TBRC (none of whom can be sitting legislators at the time of appointment). • The House Speaker and Senate President (in office in 2027) would each appoint 7 voting members. • There are also 4 non-voting legislative ex officio members.
