የአሶሳ ዩኒቨርሲቲ በ2010 ዓ.ም ሊያስገነባው ላቀደው ባለአምስት ወለል የመማሪያ ክፍል ግንባታ ፕሮጀክት አሸናፊ ለሆነው ሼድ ኮንስትራክሽን ኃ/የተ/የግል/ማህበር 25 ሚሊዮን ብር የሚጠጋ ቅድመ ክፍያ ቢፈፅምም ግንባታው እስካሁን አልተጀመረም፤ ተቋራጩም እስካሁን አድራሻው አለመታወቁ ሪፖርቶች አመላክተዋል፡፡
ዩኒቨርሲቲው የግንባታ ፕሮጀክቱን ሩብ ቢሊዮን በሚጠጋ ብር ለማስገንባት በጨረታ አሸንፏል ለተባለው ስራ ተቋራጭ 24,923,660.26 ብር ቅድመ ክፍያ ቢፈፅምም ግንባታው እስካሁን አልተጀመረም፡፡ ስራ ተቋራጩም የውሃ ሽታ መሆኑን ከኮንስትራክን ስራዎች ተቆጣጣሪ ባለስልጣን የሕንፃ ስራዎች ቁጥጥር ዳይሬክቶሬት የተገኘው መረጃ አመላክቷል፡፡
የኮንስትራክሽን ስራዎች ተቆጣጣሪ ባለስልጣን ባካሄደው የቁጥጥር ስራ ሪፖርት ላይ ከአሶሳ ዩኒቨርሲቲ፣ ከስራ ተቋራጩ ፣ አስፓየር ኤኢኮም ከተባለው አማካሪ ተቋም፣ ከመንግስት ግዥና ንብረት አስተዳደር ኤጀንሲ የሚመለከታቸው አካላት በተገኙበት ውይይት ተደርጓል፡፡
በውይይቱም በስራው ሂደት ላይ የዩኒቨርሲቲው የፕሮጀክት ግንባታ ጽ/ቤት፣ የፕሮጀክቱ ኮንትራክተር ፣የፕሮጀክቱ አማካሪ ድርጅት በየደረጀው ሃላፊነት የጎደለው ብልሹ ተግባር
ስለማከናወናቸው ተብራርቷል፡፡
ከጨረታ ሰነድ ዝግጅት ጀምሮ ቅድሚያ ክፍያ እስከሚፈፀምበት ድረስ ባሉት ሂደቶች ውስጥ የተለያዩ አካላት ሚናቸውን በአግባቡ ባለመወጣታቸው የሕዝብና የመንግስት ሀብት አለአግባብ እንዲባክን መደረጉንም በውይቱ ተመላክቷል፡፡
በዋናነትም ለጨረታው የሚያስፈልጉ ሰነዶችን በስርዓቱ፣ በአግባቡ እና በጊዜው አዘጋጅቶ አለመቅረባቸው፣ የጨረታ ሰነድ የምርመራ ዘዴ እና መስፈርቶች ግምገማ ላይ ለቴክኒካል ሰነድ ገምጋሚ ኮሚቴ ተገቢውን ድጋፍ እና ክትትል አለመደረጉ፣ እንዲሁም በመንግስት ግዥ እና ንብረት አስተዳደር ኤጀንሲ መመሪያ መሰረት ጨረታው እንዲከናወን ድጋፍ እና ክትትል አለመደረጉ ለውይይቱ በቀረበው ሪፖርት ላይ ተመልክቷል፡፡
ዩኒቨርሲቲው ተቋራጩን እና የዋስትና ሰጪውን ባንክ ጉዳይ በሕግ ተይዞ ጉዳዩ በፍርድ ሂደት ላይ እንደሚገኝ አስታውቋል፡፡
ዩኒቨርሲቲው ይህንኑ ሂደት በማጠናከር ኪሳራውን ባስከተሉ አካላት ላይ ሕጋዊ እርምጃ እንዲወሰድ ለማድረግ የጀመረውን ሂደት እንዲያጠናክር፣ በመንግስት በኩልም አስፈላጊው ድጋፍ እንዲሰጥ በውይይቱ ላይ ተሰምሮበታል፡፡
ዩኒቨርሲቲው በቀጣይ የግንባታ ፕሮጀክቱን ለውጤት ለማብቃት በሚያደርገው ጥረት የኮንስትራክሽን ስራዎች ተቆጣጣሪ ባለስልጣን ተገቢ የሆነ የቴክኒክና የሙያ ድጋፍ እንደሚሰጥ በውይይቱ ላይ አፅንኦት ተሰጥቶታል፡፡
