'Proficient in' યોગ્ય phrasal verb છે. 'Proficient in' એટલે "માં પારંગત હોવું".
પ્રશ્ન વાક્યમાં બે વાક્યો છે. પ્રથમ વાક્ય સાદા ભૂતકાળનું છે અને by વડે જોડાયેલ હોવાથી બીજું વાક્ય પૂર્ણ ભૂતકાળનું બને. (પૂર્ણ ભૂતકાળ had+V3).
Answer is - were.
Rule of proximity- Use the verb according to the closest subject.
Here tense is past tense so "are" can't be our answer.
