If the U.S. military took direct control of the homeland and divided the United States into 10 administrative districts, it would utilize the existing framework of the Defense Coordinating Officer (DCO) regions.
Managed under U.S. Army North (ARNORTH) (the military component of U.S. Northern Command responsible for homeland defense), the military assigns a senior officer to 10 distinct regional districts. These 10 districts align exactly with federal emergency planning zones:
The 10 Military-Standard Homeland Districts
• District 1 (New England Command)
• Territory: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont.
• Strategic Focus: Atlantic maritime border defense and the Canadian eastern border.

If the military took over under an emergency martial law scenario resembling post-Civil War Reconstruction rather than modern logistics, it would instead revert to 5 Districts. Under the Military Reconstruction Acts of 1867, the military dissolved state governments in the South and consolidated them into five zones governed directly by U.S. Army Generals:
1. First District: Virginia.
2. Second District: North Carolina and South Carolina.
3. Third District: Georgia, Alabama, and Florida.
4. Fourth District: Mississippi and Arkansas.
5. Fifth District: Texas and Louisiana.
