1. “That + clause” ⇒ always singular verb
When the entire clause is the subject, it is considered an idea.

2. “The fact that / The perception that / The idea that…” ⇒ singular verb
The entire phrase together forms a subject.
✔ *The fact that he resigned* was shocking.
3. “Neither of + plural noun” ⇒ singular verb
✔ *Neither of the reports* is reliable.
4. “Either of / Each of / Every + noun” ⇒ singular verb
With these, the verb is always singular, even if the noun appears plural.
✔ *Each of the students* has submitted the form.
5. “Neither A nor B” ⇒ According to verb B (nearest subject)
