The International Santal Conference is a cultural and socio-political gathering of the Santal (Santhal) tribal community organised to promote Santal identity, language, culture, and community rights. It brings together Santal representatives from India and neighbouring countries such as Bangladesh and Nepal.

Security Responsibility: The Special Protection Group (SPG) is responsible for proximate security of the Prime Minister, while state police and administration provide outer security. 3. Scope of the Blue Book: It prescribes procedures for: • Route sanitisation • Venue security • Crowd control • Intelligence coordination • Emergency evacuation plans 4. Coordination Mechanism: It clearly defines responsibilities of state police, intelligence agencies, district administration, and SPG to avoid security lapses. 5. Legal Link: PM security is primarily governed by the SPG Act, 1988, while the Blue Book functions as the operational protocol/manual.
