China has unveiled a compact deep-sea cable-cutting device capable of severing even the most fortified underwater communication or power lines at depths of up to 4,000 meters—twice the operational range of existing subsea infrastructure. Designed for integration with China's advanced crewed and uncrewed submersibles like the Striver and Haidou series, the device was developed by the China Ship Scientific Research Centre (CSSRC) and its State Key Laboratory of Deep-sea Manned Vehicles. It specifically targets armored cables that support 95% of global data transmission, which are reinforced with steel, rubber, and polymer sheaths. While officially designed for civilian uses like salvage and seabed mining, its dual-use potential raises concerns, as it could also be employed to cut critical cables near strategic locations such as Guam.
