🗞 News Command and QOL updates

/news 24h to get a news recap. Works up to 31d. Use /news br for breaking news only.
🤖 Experimental AI behavior
Rick now uses a fast reasoning model to improve AI responses. He's also more adaptive to the chat setting, more reactive to /prompt behavior instructions.
Responses should be shorter, more direct and less chatty. Some questions may be refused, use /grok or @grok if Rick refuses.
