There is some big fabricated standoff happening here and only here. On the rest of Texas's 1,200 border, thousands of immigrants are crossing over as per normal, assisted by CBP. This is not a widespread dispute between state and feds along the Texas border. They are focusing on one single "theater" so the masses can easily grasp what is going on.
That said:
If this really evolves into an actual physical altercation between the red states and the feds, sure, America will devolve into civil war.
