To clarify, Telegram's new updates do not require that you are an already pre-identified individual involved in confirmed criminal activity. You simply need to be a Telegram user engaging in criminal activity. Law Enforcement do not necessarily need to provide conclusive proof that an individual is the exact suspect in a criminal case. Instead, LE need to establish a strong enough link between the Telegram user and criminal activity to justify Telegram’s disclosure of the user’s IP address(es) and phone number(s). If the legal request meets these criteria and passes Telegram's internal review, the platform may release the requested data to aid the investigation.
