Consolidated Sinking Fund The State Governments set up the sinking fund in line with the recommendation of the XII FC for amortisation (repayment) of their market borrowing as well as other loans and debt obligations. The fund is managed by the Reserve Bank of India and is operated under the Public Account. Basically, State Governments maintain a Consolidated Sinking Fund (CSF) with the Reserve Bank as a buffer for repayment of their liabilities. According to guidelines of Reserve Bank of India, the State Governments are required to contribute at least 0.5 per cent of their outstanding liabilities as at the end of the previous year in Consolidated Sinking Fund. Guarantee Redemption Fund The Guarantee Redemption Fund (GRF) has been established by both the Central government and various State governments. Guarantee Redemption Fund (under Public Account) has been created for meeting the payment obligations arising out of the guarantees issued by the Government in respect of bonds issued and other borrowings by the Centre/State Public Sector Undertakings or other Bodies and invoked by the beneficiaries. Actually when PSUs borrow, sometimes Govt. gives guarantees on these loans. Now if PSU defaults then the Centre or State Govt. will have to make payment which will be done from GRF.
