The raid by extremist National Security Minister Itamar Ben-Gvir on the women prisoners’ section at “Damon” Prison, along with filming the prisoners and publishing footage from inside the section, constitutes a continuation of a systematic policy targeting male and female prisoners and turning their suffering, violations of their rights, and the ongoing genocide into material for political spectacle and propaganda.
Ben-Gvir’s actions go beyond inciting rhetoric against prisoners to constitute actual incitement to humiliate and abuse them, and to turn prisons into arenas for political spectacle, in an attempt to gain support within Israeli society by boasting about the persecution of male and female prisoners.
The photographs and videos published by the occupation prison system, including footage released by Ben-Gvir, reflect only a small fraction of the reality of systematic torture and abuse inside prisons and detention camps. Specialized organizations have documented hundreds of testimonies concerning these practices since the beginning of the crime of genocide, both through legal teams and testimonies from released prisoners.
The documented testimonies have revealed widespread practices of beatings, humiliation, starvation, deprivation of medical care, and isolation. They have also included forcing prisoners during repression operations to keep their heads and faces pressed against the ground, in a practice intended to humiliate them and degrade their human dignity. Testimonies from prisoners have also included accounts of Ben-Gvir’s practices during his visits to prisons, including stepping on prisoners’ heads and filming acts of their humiliation and abuse.
With regard to the women prisoners, we stressed that Ben-Gvir’s raid on their section and filming of them took place amid harsh conditions imposed on them by the occupation prison administration, and amid escalating policies of isolation, restrictions, and deprivation of basic rights. This has turned “Damon” Prison into one of the most prominent sites of humiliation and psychological and physical destruction.
Ben-Gvir’s insistence on filming these practices and publishing them reveals a deliberate attempt to normalize scenes of humiliation and torture and turn them into a political achievement. This reflects an unprecedented level of brutality and disregard for human dignity, and confirms that what is taking place inside occupation prisons is part of a broader system of crimes against prisoners and detainees.
The occupation prison system has become one of the most prominent arenas of the crime of genocide, which has resulted in the deaths of more than one hundred prisoners and detainees since the beginning of the crime. The identities of 91 of them have been announced, while the occupation authorities continue to withhold the bodies of a number of those who died and conceal the fate of others.
We called on the international community and international human rights institutions to assume their responsibilities regarding what male and female prisoners are subjected to, put an end to the state of impunity that enables the occupation to continue its crimes, and hold accountable those responsible for policies of torture and abuse, foremost among them Ben-Gvir, who continues to turn prisoners into material for incitement and political spectacle.
