The Pressure of Targets in the Postal Department Has Claimed the Life of Another GDS Employee It is extremely sad and concerning that on 07-08-2026, Rutesh Kumar, BPM, Ratanpur, Nayatola (West Champaran, Bettiah) passed away. It is being reported that during a review meeting regarding the “Khata Kholo” (Open Accounts) campaign, he was allegedly subjected to scolding and reprimanding by the Assistant Superintendent of Posts, Bettiah, for failing to achieve the prescribed target. This reportedly affected his mental state. After returning home, he suffered a heart attack during the night, resulting in his untimely death. If this incident was indeed the result of excessive mental pressure and target-based harassment at the workplace, it is an extremely serious matter. There is an urgent need to stop the increasing mental pressure being placed on GDS employees in the Postal Department in the name of financial and various other targets. The continuous burden of targets and mental harassment is adversely affecting the health and lives of employees. An impartial investigation into the matter should be conducted, and effective measures should be taken to ensure that no GDS employee has to face such mental harassment in the future.

*डाकघरो कि Establishment Online Review Rollut होकर शुरू होने कि संभावित तिथि 1.9.2026-* डाकघर में “आवधिक स्थापना समीक्षा” (Periodical Establishment Review – PER) का अर्थ है कि निश्चित समय-समय पर किसी डाकघर (Head Office, Sub Office या Branch Office) के कार्यभार, आय, लेन-देन, कर्मचारियों की आवश्यकता और पदों की उपयोगिता की समीक्षा करना। सरल भाषा में, विभाग यह देखता है कि किस डाकघर में कितना काम हो रहा है और उसके अनुसार कितने कर्मचारियों की आवश्यकता है। इस समीक्षा में मुख्य रूप से निम्न बातें देखी जाती हैं: * डाकघर में प्रतिदिन/प्रतिमाह होने वाले कार्य (डाक, बचत बैंक, RD, TD, IPPB, PLI/RPLI आदि)। * कर्मचारियों का कार्यभार। * डाकघर की आय और व्यय। * किसी पद (जैसे BPM, ABPM, Dak Sevak आदि) की आवश्यकता है या नहीं। आवधिक स्थापना समीक्षा के आधार पर विभाग पदों को बढ़ा सकता है, घटा सकता है, पुनर्गठित कर सकता है, या किसी पद को अधिशेष (Surplus) घोषित कर सकता है। विशेषकर GDS शाखा डाकघरों में PER के आधार पर TRCA (Time Related Continuity Allowance) का स्तर भी प्रभावित हो सकता है, क्योंकि कार्यभार के अनुसार ही TRCA निर्धारित किया जाता है। अर्थात, आवधिक स्थापना समीक्षा = डाकघर के कार्यभार और कर्मचारियों की आवश्यकता का समय-समय पर विभागीय मूल्यांकन।
