20 🔆Mercy Petition and Powers of President
📍Why in News?
✅President Droupadi Murmu has rejected a mercy petition filed by Pakistani national Mohammed Arif who was sentenced to death for the December 22, 2000 terrorist attack at the Red Fort in which three people including two Army jawans were killed.
✅Under Article 72 of the Indian Constitution, the President shall have the power -
🔰To grant pardons, reprieves, respites or remissions of punishment or
🔰To suspend, remit or commute the sentence of any person convicted of a death sentence.
✅Similarly, Article 161 confers pardoning powers on the governor, but these do not extend to death sentences.
✅In Maru Ram vs. Union of India (1981), the SC held that while deciding mercy petitions under Article 72, the President must act on the advice of the council of ministers.
🔰This means, the President is bound by the Cabinet’s advice and can only return the plea for reconsideration once under Article 74 (1).
🔰If the Council of Ministers decides against the changes suggested by the President, she has no option but to accept them.
📍New Provision on Mercy Petitions under the BNSS?
✅Section 473(1) of the BNSS allows a convict (under the sentence of death) to file a mercy petition before the President of India under Article 72 or before the Governor of the State under Article 161 of the Constitution.
✅Following this, the mercy petition may be presented to the Centre or the state government’s Home Department, as the case may be.
✅On receiving the mercy petitions, the Centre will consider the petition along with the case records, and then make recommendations to the President on this behalf.
✅After this, the President may decide and dispose of the plea and no appeal shall lie in any Court against the order of the President made under Article 72 of the Constitution.
✅In a nutshell, this provision aims to do away with appeals against the President’s decision on mercy petitions, thereby making it final.
✅It also means that the courts will no longer be able to go into the grounds on which the President pardons or commutes death sentences.

22 Orans
1. Orans are traditional sacred groves found primarily in Rajasthan, India.
2. They are community-conserved sacred spaces rich in biodiversity and usually include a water body.
3. Importance: The community has a close relationship with orans holding cultural, religious, social and ecological significance:
a) Religious: Orans are often associated with local deities and are barred from cutting and felling trees due to spiritual and religious connections to the Orans.
The places of worship, last rites, and religious events take place inside the Oran and are related to the trees, water bodies, and other entities of the sacred groves.
b) Ecological: They are among the last natural habitats of the Great Indian Bustard. The open stretch of land receives long hours of sunlight and brisk winds and has become a hub of green energy with windmills and solar photovoltaic dotting it.
c) Social: Orans are used for livestock grazing and are also places for communal congregations, festivals, and other social events. The villagers also use gum, timber, forest produce, and wild vegetables from orans for their livelihood and daily use. | 8 | 0 | Loading... |
23 Kodaikanal Solar Observatory (KoSO)
1. About– It is a solar observatory owned and operated by the Indian Institute of Astrophysics.
2. Origin– The concept of an Indian solar observatory began in the late 19th century, and the government approved the establishment of the Solar Physics Observatory in Kodaikanal in August 1893.
3. Location– Kodaikanal in the Palani hills of Tamil Nadu was picked for the observatory because of its good atmospheric conditions, based on surveys by Charles Michie Smith (a Professor of Physics at the Madras Christian College).
4. Foundation- Lord Wenlock, the Governor of Madras at the time, laid the foundation stone for KoSO in 1895.
5. Systematic observations at KoSO commenced on March 14, 1901.
6. Instruments at KoSO– Initially, KoSO had telescopes to study sunspots, prominences, and solar radiation. Now, it has advanced instruments like the H-alpha telescope and the White Light Active Region Monitor (WARM) for high solar imaging. | 7 | 0 | Loading... |

26 🔆China's Grey zone warfare tactics against Taiwan
✅Grey zone warfare can be defined as a type of conflict that is not a conventional war, but it also lacks actions between states that are diplomatic or economic with high tension steps.
✅This type of warfare is also very alarming and most affecting to the targeted state since it is not easy to do dynamic action and intent.
✅Here, the tactics China has employed against Taiwan are increasingly turning into ‘grey-zone’ warfare much to the concern of the international community due to the risks they present to regional stability and security.
📍China has employed a range of grey-zone tactics against Taiwan, including:
✅Military Exercises: The dynamics of the PLA have seen China conducting military exercises proximal to Taiwan such as live firing drills and naval manoeuvres.
✅China increasing its military surveillance, both through the airspace and waters of Taiwan
✅Cyber Warfare
