Coach Development in an Emerging Football Nation's Future
Keisuke Honda's declaration of interest in becoming Japan's next national team manager has reopened a question beyond one man's ambition: whether the JFA Pro License required for that post can be treated as optional for someone with sufficient fame. I do not approach this as a distant observer of a domestic Japanese debate.

UN Rights Rapporteur Welcomes Cambodia's Cyberscam Crackdown While Raising
Accountability Concerns
PHNOM PENH – UN Special Rapporteur Tom Andrews acknowledged Cambodia's crackdown on cyberscams but voiced concerns about accountability for influential figures linked to the industry and the treatment of scam victims.
Speaking at a press conference on July 31, Andrews said he raised two key concerns during meetings with Cambodian government officials, including the need to hold high-ranking officials accountable for their alleged links to cyberscam operations.
"First, I asked why, despite the ongoing crackdown, the government has yet to take action against senior Cambodian officials and other powerful individuals credibly linked to cyberscam operations," Andrews said.
"Second, I expressed concerns about the desperate situation of those released from scam compounds."

Many Displaced Families in Oddar Meanchey Still Live Far From the Homes They Fled
PHNOM PENH — Residents of a temporary settlement near O'Smach recalled fleeing heavy shelling with little more than the clothes on their backs. While government assistance has helped them rebuild parts of their daily lives, many say they still long for the day they can return home.
Village chief Vuk Pisey said the settlement is home to 96 families, totaling 327 people, who remain displaced following the fighting. Many lost both their homes and their livelihoods.
For those who lived through the conflict, the memories remain vivid. Their shared hope, they say, is simple: lasting peace and the opportunity to rebuild their lives in the communities they once called home.

“Displaced Civilians Need and Deserve to Go Home,” UN Rights Rapporteur Tom Andrews Says
PHNOM PENH – Over 20,000 Cambodians remain displaced due to the Cambodia-Thailand border conflict. UN Special Rapporteur on the human rights situation in Cambodia, Tom Andrews, emphasized the importance of a quick return for these displaced individuals.
During his 12-day mission starting July 20, Andrews visited displaced communities in Banteay Meanchey province to evaluate the human rights situation and the conditions faced by those affected in the border regions.
“I spoke to civilians who explained that they cannot go back to their homes because Thai soldiers now occupy their villages and towns," Andrews said at a press conference on July 31.
To facilitate a peaceful and prompt resolution that enables people to return safely, Andrews expressed his willingness to collaborate with both governments to address the human rights issues related to the conflict.
