RuZZia for the ruZZians The State Duma proposed to equate diasporas with "foreign agents". State Duma deputy from the Communist Party faction Mikhail Matveev has developed a new version of the law on national cultural autonomies, equating national diasporas with "foreign agents". "In the case of interaction between associations belonging to ethnic communities that have their own states abroad of russia with foreign citizens and organizations, they are supposed to be classified as 'foreign agents'," he explained in an interview with state-owned media. The amendments also involve a ban on foreign funding of national and ethnic associations. At the same time, however, he assures that the document is allegedly not aimed at eliminating national diasporas in the country, since legally this cannot be done. "The concept of "diaspora" is absent in the legislation. It is impossible to legally eliminate something that does not legally exist," says Matveev. [I beg to differ. As ruZZia is able to ban noon-extistent organisation and declare them as terrorist and extremist, I really see no problem.] The purpose of the draft law is to eliminate "autonomies" and re-register all of them as national-cultural "associations," a member of the Communist Party claims. Moreover, according to the amendments, "in one municipality, region" it will not be possible to register more than one association of one ethnic community. Last summer, the mayor of the Kurgan region, Vadim Shumakov, already talked about the need to "eliminate diasporas through the Ministry of Justice" as ethnic associations "interfere in the work of law enforcement agencies" and "lobby the interests of fellow countrymen". In January, State Duma Deputy Speaker Pyotr Tolstoy said that ethnic communities and diasporas pose a threat to Z-landia, since they live according to "their own laws", outside the legal framework of the country. RuZZian banks began to massively close branches after the collapse of profits. Falling profits are forcing Russian banks to reduce their branch network in the country.
