Borax IS boron, in its elemental form. There are a number of people who do consume borax; I've read about it.
Borax is a detergent booster, or should I more specifically say a surfactant booster. Borax works by increasing the pH of the detergent.
Higher pH (above 7) solutions have an excess of electrons in their molecules (negative charge). This makes them good donors to molecules which are deficient in electrons (positive charge/low pH/acid).
In the case of surfactants, the 'dirt' you're washing out of your clothes is more attracted to the detergent, than to the cloth. ...and that's how it cleans your clothes. This is also how bleach works; it's a very high pH (alkaline).
So, boron works in your body by attracting other elements which are electron deficient. It binds with elements like calcium, fluoride, heavy metals, etc., which your body then eliminates. In the case of calcium, something really interesting happens. Instead of outright eliminating calcium from your body, boron only temporarily bonds with calcium, removing it from the body's soft tissues (arteries, heart muscle, cornea, pineal gland, etc), and re-deposits them in the body rigid structures (bones and teeth.
