ኢፐሰዩ የፐብሊክ ሴክተሩን ሪፎርም በብቁ የሰው ኃይል ለመደገፍ በትኩረት ሊሰራ እንደሚገባ ተገለጸ የኢትዮጵያ ፐብሊክ ሰርቪስ ዩኒቨርሲቲ (ኢፐሰዩ) ከተለመዱና በአብዛኞቹ ከፍተኛ የትምህርት ተቋማት የሚሰጡት የትምህርት ዓይነቶችን ከመስጠት ወጥቶ ሀገሪቱና የፐብሊክ ሴክተሩ የሚፈልጓቸውን ልዩ የሰው ኃይል ፍላጎቶች ላይ ትኩረት አድርጎ መስራት እንዳለበት የኢፌዴሪ የሲቪል ሰርቪስ ኮሚሽን ኮሚሽነር ክቡር ዶ/ር መኩሪያ ኃይሌ ገለጹ። ኮሚሽነሩ ይህንን የገለጹት ዩኒቨርሲቲው ከሪፎርም ዝግጅት ወደ ትግበራ ምዕራፍ መሸጋገሩን አስመልክቶ ከግንቦት 27 እስከ 28 ቀን 2018 ዓ.ም ባዘጋጀው የሁለት ቀናት የግንዛቤ ማስጨበጫና የስልጠና መድረክ ላይ ነው። በመንግስት አገልግሎትና አስተዳደር ፖሊሲ እንዲሁም ፍኖተ-ካርታ ላይ ስልጠና የሰጡት ኮሚሽነሩ፤ የኢትዮጵያን ነባራዊ ሁኔታ መሰረት አድርገው የተጠኑ ጥናቶች በዘርፉ ያሉ ዋና ዋና ችግሮችን በግልጽ ማሳየታቸውን ጠቁመዋል። በጥናቱ ከተለዩት ተግዳሮቶች መካከልም የሪፎርም አመራር ክፍተት፣ ውጤታማ የተቋማት አደረጃጀት እጥረት፣ የሙያ ምድብ፣ የሥራ ፈጠራና የክፍያ ሥርዓት አለመኖር እንዲሁም የሰው ኃይል ብቃት ማነስ በዋናነት ተጠቃሽ መሆናቸውን ገልጸዋል።ዩኒቨርሲቲው እነዚህን ችግሮች ለመፍታት የፐብሊክ ሴክተሩን ሙያዊ ብቃት ለማረጋገጥ መስራት እንዳለበትና አዲሱን የስራ መዘርዝርን ተገንዝቦ የሚተገብር የሰው ኃይል ማፍራት ላይ እንዲያተኩር አሳስበዋል። በሀገሪቱ እየተካሄደ ያለውን የለውጥ ፕሮግራም በተፈለገው ፍጥነት ተግባራዊ ለማድረግ "የለውጥ አመራር" ማፍራት ቁልፍ ጉዳይ መሆኑን ኮሚሽነሩ ጠቁመዋል። ዩኒቨርሲቲው ከመደበኛ መማር ማስተማር ባለፈ፣ የመንግስት ተቋማትን ለማብቃትና አመራሮች በለውጥ መሳሪያዎች ላይ ማሰልጠንና በቂ ዕውቀት እንዲኖራቸው የማድረግ ትልቅ ድርሻ እንዳለበትም ገልጸዋል። "ዩኒቨርሲቲው የጀመረውን ሪፎርም አጠናቆ በማሳየት ለሌሎች ሞዴል መሆን ይገባዋል፤ ለዚህም ቅድሚያ ራሱን ማብቃት አለበት" ያሉት ኮሚሽነሩ፣ ከሪፎርሙ ዋና ዋና አምዶች መካከል የብቃት አምድ ወሳኝ መሆኑን ጠቅሰዋል፡፡ ዩኒቨርሲቲውም ከኮሚሽኑ ጋር የጋራ በሆነ መግባባት እና በቅርበት መስራት አስፈላጊ መሆኑንም አስምረውበታል። በመድረኩ ላይ በመንግስት ሰራተኞች ባህሪያዊና ቴክኒካል የብቃት ማዕቀፎች ላይ ስልጠና የሰጡት ዶ/ር ብርሃኑ አስፋው በበኩላቸው፣ ቀደም ሲል የመንግስት ሰራተኛው ራሱን የሚያበቃበትና ብቃቱ የሚመዘንበት ስርዓት ባለመኖሩ አዳዲስ ማዕቀፎች መዘጋጀታቸውን ገልጸዋል። እንደ ዶ/ር ብርሃኑ ገለጻ፣ አዲሱ የምዘና ስርዓት በስራ ላይ ያሉ ሰራተኞች በየአምስት ዓመቱ የብቃት ምዘና እንዲወስዱ ማድረግን፣ አዲስ ተቀጣሪዎች ደግሞ ወደ ዘርፉ ከመግባታቸው በፊት አስፈላጊውን ብቃት መያዛቸው ማረጋገጥን እና በደረጃ ዕድገት ወቅት ተገቢው ምዘና እንዲካሄድ ማድረግን ያካተተ መሆኑን ጠቁመዋል፡፡ የኢትዮጵያ ፐብሊክ ሰርቪስ ዩኒቨርሲቲ በዚህ አጠቃላይ የምዘና ሂደት ውስጥ ከፍተኛ ሚና የሚጫወት ተቋም በመሆኑ፣ ምዘናውን በአግባቡ ለማከናወን ቀድሞ ራሱን ማዘጋጀት እንዳለበት ተመልክቷል። በመጨረሻም ተሳታፊዎች በቀረቡት የሥልጠና ይዘቶች ላይ ሰፊ ውይይት ያደረጉ ሲሆን፣ በክቡር ኮሚሽነሩ፣ በአሰልጣኙ እና በዩኒቨርሲቲው ፕሬዚዳንት ደ/ር ንጉስ ታደሰ አማካይነት ለተነሱ ጥያቄዎች ምላሽና ማብራሪያ ተሰጥቷል። Visit our website: http://www.epsu.edu.et/ Follow our Facebook page: https://web.facebook.com/EPSUfb Follow our Telegram Channel: https://t.me/epsutelegram Subscribe to our YouTube channel: https://www.youtube.com/@EPSUyt

He also thanked the Italian partners, including His Excellency the Ambassador, the Italian Agency for Development Cooperation (AICS), the National School of Administration (SNA), and the International Collaboration and Partnership Directorate, as well as the organizing team, all the trainers, and the senior public official trainees. This first phase brings together 150 senior executive trainees drawn from 35 diverse public sector organizations, marking a monumental milestone in public service capacity building and cross-border knowledge exchange. The training focuses on five selected programs: Capacity Building in Public Procurement; Managing Public Debt and Innovative Financing; Digital Transformation of Public Administration, Cybersecurity, and Artificial Intelligence; Public Policy Analysis and Development of Managerial Skills; and the Exercise of Leadership.

EPSU in Collaboration with SNA Holds Capacity Building Training Project The training project on "Strengthening the Capacities, Skills, and Knowledge of Senior Public Officials in Four Pilot African Countries," officially launched on May 26, has been successfully completed. Conducted from May 26 to May 30 in strategic partnership Italian National School of Administration(SNA), the program marked a significant milestone in National and institutional cooperation. In his opening remarks, His Excellency Sem Fabrizi, Ambassador of Italy in Ethiopia, said that the newly launched capacity-building program unites four nations; Ethiopia, Kenya, Tunisia, and Côte d'Ivoire, under a shared ambition to invest in human capital and strengthen public administration. He expressed pride that Ethiopia is leading the initiative as the first of the participating countries to launch the project. "It is widely recognized that a key element for sustainable and inclusive growth is having functional institutions and a public administration that earns the trust of its citizens," His Excellency stated. He noted that investing collectively in skills and competencies directly empowers public servants to address critical development challenges. This is particularly vital for Ethiopia as it undergoes a dynamic process of transformation, institutional reform, and modernization aimed at making public services more efficient and accessible. He further noted that the initiative is a direct result of the strategic partnership forged between Italy and Ethiopia, fully aligning with the Italian Mattei Plan for Africa. The collaboration stems from an original agreement signed between the Prime Ministers of both nations, positioning public administration training as an integral pillar of bilateral cooperation. Furthermore, His Excellency noted that the project aligns seamlessly with the African Union Agenda 2063 in its pursuit of building stronger, citizen-centric institutions to support inclusive development across the continent. Finally, His Excellency clarified that the project extends beyond a standard training program, representing a long-term institutional partnership to build administrative resilience. The initiative features a training-of-trainers component, structured experiential exchanges, and sustained dialogue designed to nurture modern core competencies, including public governance, digital transformation, public resource management, policy formulation, and administrative leadership. The project ultimately aims to establish a durable framework for continuous, mutual exchange between Italian and African administrations. In his welcoming speech at the launch of the project, Dr. Nigus Tadesse, Ethiopian Public Service University President, said that this official launch ceremony of project is a flagship capacity-building initiative under the Italian Mattei Plan for Africa. Ethiopia has demonstrated remarkable progress in its public service reform and is widely recognized as exemplary in Africa. Initiatives such as the macro-reform initiatives bear testimony to our nation's commitment to transforming governance. This training project is highly aligned with and supplementary to the ongoing reform of the Ethiopian Public Service Commission, Dr. Nigus noted. Through the Mattei Plan, launched at the Italy-Africa Summit as a comprehensive framework for equitable cooperation, Italy has placed human capital development at the very heart of its engagement with our continent. Beyond this project, Italy's partnership with Ethiopia spans climate adaptation, healthcare strengthening, research collaboration, and development financing. This reflects a fundamental shift; Italy views Ethiopia not merely as a recipient of aid, but as a strategic partner grounded in mutual respect and shared prosperity. This vision echoes precisely our local unity to champion equitable partnerships over exploitation. Today's ceremony stands as a living testament to that vision," he added.

ኢፐሰዩ ከመንገድ ደህንነት እና መድን ፈንድ አገልግሎት ጋር የመግባቢያ ሰነድ ተፈራረመ የኢትዮጵያን ፐብሊክ ሰርቪስ ዩኒቨርሲቲ (ኢፐሰዩ) ከመንገድ ደህንነት እና መድን ፈንድ አገልግሎት ጋር የሰራተኞችን የቴክኒክ እና የባህሪ ብቃቶች ለማጎልበት የሚያስችል ስልጠና ለመስጠት የመግባቢያ ሰነድ ግንቦት 17 ቀን 2018 ዓ/ም በሴኔት አዳራሽ ተፈራረመ፡፡ በዩኒቨርሲቲው በኩል የመግባቢያ ሰነዱን የፈረሙት ዩኒቨርሲቲው ፕሬዝዳንት ዶ/ር ንጉስ ታደሰ ሲሆኑ፣ በመንገድ ደህንነት እና መድን ፈንድ አገልግሎት በኩል የአገልግሎቱ ዋና ስራ አስፈጻሚ አቶ ጀማል አባሶ ናቸው፡፡ በስምምነቱ ወቅት ዶ/ር ንጉስ ታደሰ ባደረጉት ንግግር፣ ዩኒቨርሲቲው ከተለያዩ መንግስታዊ ተቋማት ሰራተኞችን ተቀብሎ በቴክኒካዊ እና በባህሪያዊ ብቃት ስልጠና የመስጠት ሰፊ ልምድ ያለው እና ለስልጠና ምቹ የሆኑ የስልጠና ክፍሎች፣ ማደሪያ ክፍሎች እና ሌሎች ግብዓቶች የተሟሉለት ተቋም መሆኑን ገልጸዋል፡፡ በማስከተልም “ዩኒቨርሲቲያችን ከተቋቋመበት ተልእኮ አንጻር ከሌሎች ዩኒቨርሲቲዎች በተለየ መልኩ ከፐብሊክ ሴክተሩ ጋር መስራት ይጠበቅበታል፤ በተለይም ከመንገድ ደህንነት እና መድን ፈንድ አገልግሎት ጋር ለመስራት የሚያስችል ምቹ ሁኔታ አለን፡፡” በማለት በዩኒቨርሲቲው የከተማ መሰረተ ልማት እና ትራንስፖርት ማኔጅመንት እና የትራፊክ ማኔጅመንት ትምህርት ክፍል መኖሩን ጠቁመዋል፡፡ የመንገድ ደህንነት እና መድን ፈንድ አገልግሎትን ዋና ስራ አስፋጻሚ አቶ ጀማል አባሶ በበኩላቸው በፊርማ ስነስርአቱ ላይ እንደተናገሩት፣ አገልግሎቱ ከተለያዩ ዩኒቨርሲቲዎች ጋር ተመሳሳይ የመግባቢያ ሰነዶችን ተፈራርሞ በጋራ እየሰራ መሆኑን ገልጸው፣ “አስከፊውን የትራፊክ አደጋ ለመከላከል ከዩኒቨርሲቲዎች እና ከማህበረሰቡ ጋር መስራት ውጤታማ ያደርገናል” ብለዋል፡፡ የመግባቢያ ሰነዱ ዋና ዓላማም ዩኒቨርስቲው እና የመንገድ ደህንነት እና መድን ፈንድ አገልግሎት ሠራተኞችን ብቃት ለመመዘን በተለዩ የቴክኒክ እና የባህሪ ብቃቶች ላይ መራሄ ሥልጠና፣ ሞጁሎች እና የሰልጠና ፕሮግራሞችን አዘጋጅቶ ስልጠና ለመስጠት እና ወደፊት መስርሪያ ቤቱ በሚያቀርባቸው ሌሎች የሪፎርም አፈጻጸም ጉዳዮች እንዲሁም በአቅም ግንባታ እና የምርምር ስራዎች ላይ አብሮ ለመስራት የሚያስችል የትብብር ስምምነት ማዕቀፍ ማቋቋም መሆኑ ታውቋል።

Research, in particular, is the engine of evidence-based policy and innovation.
