Following the Act of Union of 1801, Ireland, until then a monarchy subject to the British monarchy, was formally annexed, marking the birth of the United Kingdom of Great Britain and Ireland. As had been done in 1606 with the union of the flags of Scotland and England, the red cross of St. Patrick was added, forming the flag that still flies in the United Kingdom today. The version proposed by the College of Arms and approved in December 1800, however, was not approved by all subjects. A few unusual alternative versions of the flag were proposed, including the one pictured. The flag was designed in 1803 and published in March of that year in the Gentleman's Magazine, described as "A silly sort of thing." This version did not place St. Patrick's cross above St. Andrew's, but instead featured two separate crosses beneath the English one. In addition to the magazine, this flag appears in the 1895 book Flags of the World, praised by its author.

In 1919, a flag with a red and white cross was proposed for Estonia by Oskar Kangro, a printer who had spent most of 1908–1919 in exile in Sweden. Before returning to Estonia, Kangro printed at his own expense a high-quality color pamphlet entitled Eesti lipp ("The Estonian Flag"), dated August 1919. Two hundred copies were printed, 120 of which were sent to parliament. His proposal was a white flag with a red cross, inspired by Nordic flags. He argued that the current blue, black, and white flag was a relic of the era of foreign rule, created under German cultural influence. A democratic and independent Estonia, he argued, needed a new flag, and the red cross would symbolize Estonia's struggle for freedom. The flag was based on that of Finland, as its people share many traits with the Estonian ones, but changed the color to red, which, according to him, was more visible at sea than the tricolor.
