The title of the 1st class Active State Councillor is the highest rank of civil servant in the Russian Federation It equals the title of the army general.
Although the guilt of the State Councillor - Timur Ivanov is still to be proven in court, the fact that corruption persists on all levels of public service raises concern.
Corrupt bureaucrats do not fall into their chairs from Mars. They get promoted here. Thus, I support the idea of amending civil service legislation with the provisions pertaining to public investigations of certain hiring errors with the subsequent dismissal of those responsible for them.

If the verdict against Vyacheslav Simonenko comes into force, then the former manager of one of the largest IT companies in Russia will be officially recognized as the head of a criminal organization. Many members of this organization held high positions in law enforcement agencies.
In light of recent developments, such news comes to no surprise.
I support the idea that not only law enforcement agents who committed a crime but also those who promoted them should be held responsible. Corrupt bureaucrats who promote their friends and relatives should be publicly investigated and dismissed due to loss of public trust.

If the latest video capturing the beating of an ordinary citizen by law enforcement agents is real, then it will be fair to assume that amendments to the Art. #63 of the Criminal Code of the Russian Federation was a mistake. It is wrong not to consider the status of law enforcement agent to be an aggravating circumstance during criminal trials.
That said, the latest incident is not the first of its sort.
For example, not too long ago the Kuzminsky Court in Moscow sentenced a former police sergeant and his friend to 12 years in prison for sexually assaulting and mutilating a young woman.
I support introducing more legal liability for those law enforcement agents who commit violent crimes. The current approach will only continue to undermine people’s faith in law and order.

Footing the bill
A country’s tax policy is a reflection of a country's budget needs. Growing budget needs means higher taxes.
The question is, who will be paying? How much will they be paying? What is a progressive tax scale?
It means those who earn less than one million rubles per year will pay 13% income tax. Those who make up to five million rubles per year will pay 15% income tax and those who earn five or more million rubles per year will pay 20% income tax.
That said, people with an annual income of over one million rubles per year live mainly in Moscow, Moscow Region and St. Petersburg.
I believe that placing an additional tax burden on high earners has nothing to do with social justice. Capable, hard working people should have what they deserve. However, implementing a progressive tax scale is the only way for the State to raise money and mitigate social conflict caused by inequality.

Bureaucratic bumerang
The problem is not whether corruption exists or not. It simply cannot be fully eliminated - no civilization has ever succeeded in doing so. However, the fact that the latest anti-corruption hunt resulted in “catching” the Minister of Economic Development and Chief of the Federal Customs Service raises concern. This proves that, first of all, the current hiring processes do not work and, second of all, that bureaucrats continue to be unmotivated. They want to live better than they can afford on the salaries they have.
I support the government's efforts to combat corruption. That said, nothing will change if hiring processes continue to be based on all types of favoritism.
To treat this disease, we can take the following steps:
🔸Publication of central and local government "employee reserve".
🔸Provision of media and public with access to meetings held by the government bodies in order to appoint state and local authorities.
🔸Return to the practice of making income of government officials to be known to the public.

A violent attack on random people based on their choice of clothing or hairstyle is enough grounds for criminal investigation and if warranted, psychiatric evaluation.
I do not support the idea that all “good people'' should have the same hairstyle. I also consider it unacceptable to justify violence in the name of tradition or cultural norms.
The emergence of street morality police is alarming and should be prosecuted by the State. Tolerance will only enforce violence.
“Caring youth” should keep in mind that street violence leads to prison - the place where certain “standards” are also enforced.

Going down the rabbit hole
Theoretically speaking, people who organize illegal migration by using their official positions can face up to seven years of jail time and a fine of up to five hundred thousand rubles.
Colonel Dmitry Takhtaulov is not being charged with bribery. He helped people selflessly. Nonetheless, the prosecutor wants to seize his assets as no one knows where they came from.
There is a lot of talk on how the State should handle migration. Some propose to build special “houses for migrants,” others want to create additional publicly funded seats for foreign students, others propose to charge “visa-free” migrants an entry fee.
However, if corruption schemes continue to be a main method for migrants to get results, everything will stay “as is “.
