Our Constitution and County Charters should establish lasting limits on government, not serve as convenient tools to expand its power, spending, or bureaucracy. The burden of proof belongs to those proposing the changes, not the voters. Every amendment should demonstrate a genuine need, clear public benefits, and enforceable safeguards against government overreach. Good intentions and promises of future benefits are NOT enough. Just because something sounds good doesn't mean it deserves to become law. We applied this standard to all 32 proposed Hawaii ballot amendments. Not one passed our test. The meeting is 9/22 at 1:00 PM, and the Council encourages testimony to be submitted at least 24 hours beforehand. Read it. Question it. Testify.
