To The PMO Seva Teerth, Central Secretariat, New Delhi – 110011 Subject: Request for Revision of Recruitment Rules for X-Ray Technician in LHMC & Associated Hospitals Respected Sir/Madam, I respectfully submit this representation regarding the urgent need to revise the Recruitment Rules (RRs) for the post of X-Ray Technician in Lady Hardinge Medical College (LHMC), Smt. Sucheta Kriplani Hospital (SSKH), and Kalawati Saran Children’s Hospital (KSCH), New Delhi, under the Ministry of Health & Family Welfare, prior to any future recruitment. As per DoP&T O.M. No. AB-14017/48/2010-Estt.(RR) dated 31.12.2010, No. AB-14017/61/2008-Estt.(RR) dated 25.03.2014, and No. AB-14017/14/2018-Estt.(RR) dated 08.05.2018, Recruitment Rules must be reviewed periodically to align with professional requirements. However, the Recruitment Rules for X-Ray Technicians at LHMC have not been updated since 1981. These 45-year-old rules still prescribe matriculation and basic diplomas, completely ignoring modern advancements in medical imaging technology. I am a B.Sc. student aspiring for future vacancies at LHMC. Due to these outdated rules, candidates with advanced degrees like B.Sc. Radiology or Medical Imaging Technology face severe uncertainty regarding their eligibility. Radiology has evolved immensely with digital imaging, CT, and MRI systems. Therefore, future recruitment must require updated qualifications aligned with healthcare standards and the National Commission for Allied and Healthcare Professions (NCAHP) framework. I request your kind intervention to direct the Ministry of Health & Family Welfare to revise these Recruitment Rules before notifying future vacancies. This will ensure fair opportunities for qualified candidates, modernize the radiology cadre, and provide skilled healthcare professionals to these premier institutions. Request to All B.Sc. Graduate Regarding LHMC Recruitment Rules As everyone knows, the current eligibility criteria for the LHMC recruitment are: * 10th Pass * 2-Year Diploma * 1 Year of Experience However, B.Sc. graduates are being declared ineligible because one year of experience is made mandatory, even though they possess a higher academic qualification in the relevant field. This creates an unfair disadvantage for B.Sc. candidates. Further, the Department of Personnel and Training (DoPT) has issued guidelines stating that Recruitment Rules should be reviewed every five years to keep them in line with changing qualifications and job requirements. If the LHMC Recruitment Rules have not been updated for many years, despite these guidelines, it is important that the administration reviews and revises them to ensure fair opportunities for all eligible candidates. I request all B.Sc. students to unite and submit grievances through the PMO Grievance Portal and other appropriate authorities, requesting LHMC to review and update its Recruitment Rules in accordance with DoPT guidelines. Together, our collective voice can help bring attention to this issue and seek a fair and transparent recruitment process.
