This was never just about arrests.
The arrest is the receipt.
The real operation was the infrastructure.
The hidden money had to be forced onto clear rails.
The tunnels had to be mapped.
The servers had to be seized.
The scam compounds had to be exposed.
The cartel routes had to be closed.
The dirty rails had to be replaced lane by lane.
