That's mean , the insulin level in type 2 DM not enough to maintain normoglycemia but quite enough to inhibit hormone sensitive lipase and hence prevent lipolysis and ketone formation, but in type 1 DM as you know there is no insulin at all.

Here's the answer : The antilipolytic effect of insulin requires much lower insulin concentrations than stimulation of glucose transport. Hence, even in insulin-resistant states in which glucose transport is impaired, sensitivity to insulin’s antilipolytic effect is relatively preserved, resulting in maintenance or expansion of adipose stores.
