(Warning:Long post) Idea:Highest militant footprint in Jammu region since 2005.Now Pir Panjal (Rajouri,Poonch) and Chenab valley are militants new base.Security officials call them as "Jammu's Tora Bora", the mountain ranges in Afghanistan where al-Qaeda survived for years. The dense forests provide security and cover for the militants. In last three decades, militants have shifted their bases from North Kashmir to central Kashmir to South Kashmir. This shifting of bases is nothing new. The deliberate move of militants to shift to peaceful Jammu region is to achieve strategic goals like: 1) raising the cost of conflict by forcing troop de-induction(withdrawal of troops from conflict areas) 2) re-induction (redeployment of troops where trouble resurfaces) process 3) subverting troop thinning exercises 4) shifting focus from Ladakh front So, army using drones to patrol dense forests, however mountain slopes has caves which militants use to hide. Now militants are shifting to higher peaks which makes it difficult to patrol by the Army. There is a change in modus operandi of militants. They no longer engage in a stand-off fire  with the military but lay an ambush to kill and flee. They are highly trained in jungle warfare. They use mobile app ALPINE, which trekkers use, to cover steep slopes of mountains, without accessing internet. Support network for militants could increase because of growing polarisation between Hindus and Muslims. The Gujjars feel alienated as the new reservation policy included Paharis, who, they believe, are a linguistic group and well-off. Rajouri-Poonch belt is home to 11 lakh Gujjar and Bakerwals. Army has set up special mobile schools and medical patrols for them. US withdrawal from Afghanistan is also having spillover effects. Increasing use of US made M4 Carbine, guns with night thermal cameras, Glock and Beretta pistols, Austria made Steyr AUG rifles and Turkey-made rifles. High unemployment, inflation and polarisation in the local community could be exploited by the militants. Anecdote:Laungi Bhuiya, 71, also known as the Canal Man, is single-handedly digging a second canal of 5 km, near Gaya, Bihar. The first canal he constructed was finished in October 2020, and took him 30 years to cut through 3 km of stone. “It helped the villagers of only three village. However, this one will provide water to another five. About 10,000 to 12,000 people will benefit from it”. When Mr. Bhuiya began to carve out the first canal, villagers called him Pagla Bhuiya (Mad Bhuiya). His wife Ram Rati Devi threw him out of the house briefly. His second son Brahmdeo said family members would earlier hide his axe and spade, so he could not work. But Mr. Bhuiya devised a way of hiding his own tools near the canal, returning home empty-handed. “However, after seeing the impact of his work, now all the villagers praise him. I am proud that my father has done something for humanity. Though he is ageing, he still works for six to seven hours a day,” said Brahmdeo.
