THE FISCAL YEAR 2023 NATIONAL DEFENSE AUTHORIZATION ACT (NDAA) REFERENCED IN THE 2024 GLOBAL HEALTH SECURITY STRATEGY
The 2023 National Defense Authorization Act (NDAA). Background: The NDAA starts as a massive document then amendments are made and the House and Senate Versions are combined into a smaller document that is more of a “overview” that is the one the President Signs. In order to see if amendments are made to sections you have to go through the VERY long list of actions. However all the verbiages below link to the now released 2024 Global Health Security Strategy.
The NDAA is 3,854 pages and a good way to bury a lot of things. If you stick the document in a PDF search tool you can find all the sections I am referring to in my writing and use any other search terms that possibly I am not thinking about yourself.
“Global Health Security Agenda 2024”, “GHSA”, International Health Regulations 2005”, “Global Health Security Initiative”, “pandemic”, “COVID-19”, “vaccines”, “World Health Organization”, “disinformation”, “NATO”, “World Bank”, and so on all over the National Defense Authorization Act.
Some wording from the NDAA is below I found interesting but you can throw it in an Adobe search app and have fun searching yourself.
· SEC. 6908 Establishment of Fund for Global Health Security and Pandemic Preparedness. Starts at page 3289. Very interesting verbiage for an NDAA.
· The Secretary of State, in coordination with the Secretary of the Treasury, the Administor of the United States Agency for International Development, the Secretary of Health and Human Services, and the heads of other relevant Federal departments and agencies as necessary and appropriate, should seek to enter into negotiations with DONORS, relevant United Nations agencies, including the World Health Organization and other key multilateral stakeholders, for establishment of –
§ A multilateral, catalytic financing mechanism for global health security that aligns with and complements ongoing bilateral and multilateral efforts and financing, including through the World Bank, The World Health Organization, The Global Fund to Fight AIDS, Tuberculosis, and Malaria, and Gavi, The Vaccine Alliance.
§ An Advisory Board
§ Accelerate country COMPLIANCE with the International Health Regulations (2005) and fulfillment of the Global Health Security Agenda 2024 Framework.
§ The Fund should be governed by an Executive Board, which should be composed of not more than 20 representatives of DONOR governments, FOUNDATIONS, ACADEMIC INSTITUTIONS, CIVIL SOCIETY, and the PRIVATE SECTOR that meet a MINIMUM THRESHOLD in annual CONTRIBUTIONS.
