| 7 | Jimma University CBMP-Digital Health Activity Project Regional Level eCHIS Implementation Review Meeting, October 06, 2023

The Regional Level Review Meeting was organized by JU-DHA Project in collaboration with Digital Health Activity (DHA), Ministry of Health (MOH), Oromia Health Bureau (OHB) and Data Use Partnership (DUP) at Jimma University on October 6, 2023. The participants of the review meeting were from MOH, OHB, DHA, Jimma Zone Health Department, Nedhi Gibe Woreda, and Jimma University. In total 60 individuals have attended the review meeting.
Mr.Frew Hamsalu External Relations Senior Director, and President Delegate in his opening speech said that Federal MOH and our universities partnership program carried out different activities to implement one of the national health agendas i.e, Information Revolution to enhance data use culture and digitalization to improve decision-making at all levels. Mr. Frew emphasized the importance of University-Industry linkage for the improvement of teaching-learning at the universities and societal life at the community level.
Following the opening speech, Dr. Muluemebet Abera (JU-CBMP director) added a welcome statement to guests, and briefly presented the overall objective, geographic coverage, achievements and way forwards of the JU-CBM program. As she described the main goal of the program is to bring improvements in data quality and cultural transformation of information use through tailored HIS interventions. The program objectives are creating model, digitalized model and demonstration health facilities and wordas through implementing these information revolution (IR) package of interventions, and enhancing evidence based decision making starting from the point of data generation.
Next, presentation on the goal, objective, geographic coverage, achievements and way forwards of JU-CBMP/DHA project was presented by Mr. Asaye (JU-CBMP eHealth application coordinator). In his presentation, Asaye has mentioned that Jimma University is working to create learning woredas for eCHIS and enhancing research and innovation activities through the established eCHIS center of excellence. Nationally Jimma University is selected to be eCHIS center of excellence by the MOH.
Ms. Abida Jihad, the health extension worker from Decha Nedhi HP in Nedhi Gibe Woreda has presented her success stories related to eCHIS implementation.
Following this, Mr. Dawit Wolde (JU-CBMP Training and Mentorship Coordinator) has made a brief presentation on “Current Maturity Status and Improvement Roadmaps of eCHIS in Ethiopia”. An assessment on eCHIS maturity status and maturity improvement roadmap development was conducted by JU-CBMP team in collaboration with MOH and DHA. The findings of the assessment have shown that the current maturity level of eCHIS was at a Repeatable stage requiring improvements in the areas of Leadership and Governance, Management and Workforce, ICT Infrastructure, Standards and Interoperability, and Data Quality and Use. Key recommendations and roadmap for eCHIS maturity improvements were also briefly presented by Mr. Dawit.
Lastly, a general discussion was made on the presentations. The delegate from MOH (Mr. Wubishet Temesgen & Mr. Chaluma Kumela), and OHB (Mr. Lemessa Tadesse & Mr. Tesfu Nagasa) have congratulated the presenters and acknowledged JU-CBMP for the achievements made and successfully organizing such meetings. They strongly mentioned that the findings from the different assessments and best lessons learned from implementations should be translated to action and with this regard they indicated MOH and RHB will play a huge role.

Jimma University's Capacity Building and Mentorship Program (JU-CBMP) collaborated with the Federal Ministry of Health, Oromia Regional Health Bureau, and Digital Health Activity (DHA/JSI) to provide Electronic Community Health Information System (eCHIS) training to 70 health workers in Nedhi Gibe Woreda for six days. The training took place from June 22 to June 27, 2023, at Jimma University.
The participants, which included health extension workers, health information technicians, and healthcare professionals, were trained in health extension program (HEP) service provision and data management using eCHIS. The aim was to equip them with the necessary knowledge and skills to improve community-level health service provision and data management.
At the end of the training, JU-CBMP provided 30 smartphones to the Nedhi Gibe Woreda health office to enhance community-level health service provision and data management. This support was based on the assessment result which revealed major challenges related to the performance of previously provided tablets. The smartphones were provided at a cost of 10,920 USD or 600,000 ETB, with each costing 364 USD.
During the handover session, Dr. Muluemebet Abera, JU-CBMP director, provided an overview of the CBMP program and the eCHIS Center of Excellence, as well as the activities in Nedhi Gibe district. Mr. Frew Amsalu, External Relations Senior Director, and President Delegate emphasized the effective utilization of resources and pledged Jimma University's commitment to similar contributions to improve community health in line with JU’s motto "We are in the community."
The training and provision of smartphones to health workers in Nedhi Gibe Woreda are expected to improve the quality of healthcare services and data management in the area.
