rt recommends that one supervisory post be provided for every six clerical posts in RMS and Circle/Regional Offices, subject to functional requirements and appropriate identification of posts by the respective Circles. The Committee has also emphasised that the identification and upgrading of supervisory posts must not adversely affect the operative strength required for the regular functioning of Post Offices, RMS units and administrative establishments. Proposed Career Progression Structure To establish a balanced promotional hierarchy, the Committee recommends maintaining the following ratio among supervisory grades: * HSG-I : HSG-II : LSG = 1 : 3 : 9 * Entry-grade India Post Associates : LSG : HSG-II : HSG-I = 27 : 9 : 3 : 1 This structure is intended to create a clear promotional pyramid with an adequate number of feeder-grade officials at each level. The Committee has also proposed that 25% of HSG-I posts may be earmarked for the Non-Functional Grade (NFG), subject to the necessary proposal being taken up with the Department of Personnel and Training (DoPT). Similarly, 20–30% of LSG posts may be designated as Senior India Post Associate (SIPA) positions. These recommendations aim to provide additional opportunities for career advancement while maintaining an appropriate balance between operative and supervisory responsibilities. Postalstudy | Post Office Blog | Materials for | Exams India Post Cadre Restructuring 2026: PA/SA Merger, 1,565 Additional Supervisory Posts and Better Promotion Opportunities India Post Cadre Restructuring: A Major Proposal for Unified Cadre and Better Career Progression Committee Recommends Merger of PA/SA Cadres, 1,565 Additional Supervisory Posts and a Unified Career Progression Structure Download Promotion Opportunities The Department of Posts has taken an important step towards addressing long-standing issues relating to cadre imbalance, promotional stagnation and unequal career progression through a comprehensive cadre restructuring proposal. The Comprehensive Report of the Committee on Cadre Restructuring of Postal Assistants (PA), Sorting Assistants (SA), Lower Selection Grade (LSG), Higher Selection Grade-II (HSG-II) and Higher Selection Grade-I (HSG-I) presents a framework aimed at improving organisational efficiency and providing more equitable promotional opportunities across Post Offices, Railway Mail Service (RMS) and Circle/Regional Offices (CO/RO). The report examines the existing cadre structure, vacancies, workload, functional responsibilities and promotional avenues, while considering the changing operational requirements of India Post. Background of the Cadre Restructuring Exercise Cadre restructuring has been a long-standing demand within the Department of Posts. The Shri V. P. Singh Committee, constituted in 2014, recommended a revised structure comprising 65% operative posts and 35% supervisory posts to address stagnation and improve promotional opportunities. Following these recommendations, cadre restructuring was implemented on the Postal side in May 2016, creating additional supervisory positions in LSG, HSG-II and HSG-I grades. However, similar restructuring in RMS and Circle/Regional Offices could not be extended at that time due to the requirement for detailed functional justification. Consequently, employees in RMS and administrative offices continued to face comparatively limited promotional avenues. The present Committee undertook a comprehensive review to address these disparities and develop a more balanced structure across the Department. Merger of Postal Assistant and Sorting Assistant Cadres One of the major recommendations is the merger of the entry-level Postal Assistant and Sorting Assistant cadres into a unified cadre proposed to be known as the India Post Associate Cadre. The Committee proposes that the merger of PA and SA at the entry level should be the first step towards cadre unification. The merger of supervisory grades—LSG, HSG-II and HSG-I—would follow after the additional supervisory posts are filled and the necessary arrangements relating to inter-se seniority, Recruitment Rules and other implementation requirements are finalised. The report also recommends relaxing restrictions on cross-cadre mobility under Rule 38 transfers at the entry level to facilitate the gradual integration of officials working in Post Offices, RMS and Circle/Regional Offices. The proposed unified structure is intended to improve manpower utilisation, promote functional mobility and provide more consistent career progression opportunities across the three streams. Proposal for 1,565 Additional Supervisory Posts Another significant recommendation is the rationalisation of supervisory strength across the unified cadre. The Committee proposes approximately 1,565 additional or upgraded supervisory posts, primarily to strengthen RMS and Circle/Regional Offices, where supervisory structures are comparatively limited. Under the proposed arrangement, the supervisory strength in RMS and CO/RO would be increased to 16.66% of their respective existing cadre strengths. The overall supervisory share of the unified cadre is proposed to increase to 31.58%. The repo[...]

Postalstudy | Post Office Blog | Materials for | Exams BP RASA Requests Revision and Early Publication of PLI Rules Manual ‘Sankalan’; Seeks Dedicated Online Repository on India Post Website # BP RASA Seeks Revision and Early Publication of Postal Life Insurance Manual ‘Sankalan’ The Bharatiya Postal, RMS, Administrative Supervisors Association (Group ‘B’) has requested the Department of Posts to revise and publish the Postal Life Insurance (PLI) Rules Manual, known as **‘Sankalan’**, incorporating all amendments, modifications, clarifications and instructions issued after 2021. Download India Post Website In a letter dated **12 October 2026**, addressed to the Director General (Posts), Dak Bhawan, New Delhi, the association highlighted the need for an updated and comprehensive manual to help postal employees access the latest rules and procedures relating to Postal Life Insurance. ## Existing PLI Manual Requires Updating The Department of Posts issued the ‘Sankalan’ manual in 2021 as a reference document for officials and employees involved in PLI-related work. However, several amendments, modifications and new instructions have been issued since its publication, resulting in changes to various provisions of the original manual. The association pointed out that employees, particularly those working at the post office level, are often required to refer to multiple circulars, orders and clarifications issued at different times to determine the latest applicable rules. This process is time-consuming and may create difficulties in the day-to-day administration of PLI services and the delivery of services to policyholders. ## Changes in PLI Rules and Procedures The representation highlights changes in several areas of Postal Life Insurance, including provisions relating to claims, suicide-related provisions, online payment facilities and other operational and procedural matters. According to the association, revising the existing manual would provide employees with a single, consolidated and authoritative reference, promoting uniformity and clarity in the implementation of PLI rules throughout the country. ## Demand for an Official Online Repository The association has also requested the creation of a dedicated section on the official India Post website for PLI rules, orders, circulars, amendments, clarifications and other departmental instructions. It has suggested that the repository be systematically maintained and updated regularly, with new instructions uploaded promptly. The documents should preferably be arranged chronologically and classified subject-wise to enable employees to locate relevant information quickly. The association noted that a similar arrangement is followed for Post Office Savings Bank rules and instructions, which are made available through the official India Post website. ## Key Requests Made to the Postal Directorate The Bharatiya Postal, RMS, Administrative Supervisors Association has requested the Department of Posts to: 1. **Revise and update the ‘Sankalan’ PLI Rules Manual**, incorporating all amendments, modifications, clarifications, new rules and instructions issued after 2021. 2. Publish the revised manual at the earliest and circulate it for the guidance of all concerned officials. 3. Incorporate significant changes relating to claims, suicide-related provisions, online payments and other PLI procedures. 4. Make the updated manual available in PDF format on the official India Post website for convenient access by employees across the country. 5. Establish a dedicated online repository for PLI-related orders, circulars, amendments, clarifications and instructions. 6. Ensure that future changes and procedural instructions are uploaded promptly, with appropriate dates and subject-wise or chronological classification. ## Expected Benefits for Postal Employees and Policyholders An updated PLI manual and an accessible [...]
