My reply; I have passed this one over to the Nine. This is what they said.
Light alone is not the creative force. The creative force is light and love or indeed love and light. The two combinations create fusion or fission within matter or anti-matter. One could also refer to this as intelligence and benevolent consciousness, source, the divine field or God if you will. These are both creator and creation intertwined.
In a linear sense they can manifest as creator/creatrix and thus creation or creation and thus creator/creatrix birthed from that. It is both.
Light alone transforms. This is a form of creation yet not creation per se. Light indeed reveals.
So yes the statement is correct but needs further clarification in order to present the picture containing the highest truth, especially as transformation is a form of creation.

The fairies in the story are asking why the swans and ducks are floating in?
They are so frustrated with the librarian masters for not listening. So the fairies, gnomes and pixies shout louder and louder.
‘Hear us librarian masters, hear us please,’ then the fae are shocked, bewildered and confused when the librarian masters treat the fae as if they are the problem and they protect the swans and ducks.
What the fairies, gnomes and pixies do not realise is that they are appealing to the very ones who created the incoming swans and ducks in the first place. They invited them to come to fairyland.
The fae do not understand this as they only see the librarian masters before them, in their domain. They do not realise that the librarian masters are not really true librarians. They are in disguise, operating in every domain as one entity.
They are actually vampires with an agenda to fulfil and nothing will stop them. They need as many swans and ducks floating in that they can get so they can implement the next stage of the agenda. Yet they will pretend they are trying to manage the swan/duck situation. They intentionally come across as not understanding the situation, that they are doing their best to deal with a situation they inherited from the previous librarians. All this is illusion. The previous librarians were also part of the vampire society and those that were not and refused to follow orders, were removed from the librarianship.
Only a real librarian will be able to actually achieve what the fae want because they are truly part of the fae, thinking the same way as the fae. They wish to strengthen walls and boundaries around fairyland in order to keep it within its natural fairy beauty with bells hanging from trees and flowers growing everywhere.
The librarian needs to be genuine, authentic and holding an equal heart energy to the fae. Then that librarian, together with the fae, can take steps to reform and reshape fairyland back to its original structure.
Yet the fae remain in confusion and frustration. Whilst many know the one gnome for this job at hand, others cannot see. In the meantime the swans and ducks float into fairyland every day as walls and boundaries remain invisible and under the control of the vampires.
This story does have a happy ending which can only be written into the narrative by the fae no longer in confusion and frustration. By fae who know what is happening and they know what needs to be done.

From the linear perspective this is a hijack and an infiltration.
Only from source perspective (Non-Linear) would this be part of a soul mission as everything experienced by all is a soul mission from that point of view.
A soul cannot truly become 'Service-to-Self' through this hijack. They become a host for an STS entity and behave as though they are STS yet in truth they are a 'hijacked unpolarised soul incarnated within the frequency of positive polarisation' this would be known as a 'lost soul' and has been described as 'demonic' or 'soulless' over the years.
As said, this is only a mission experience from source perspective where all is one and unified. Within the linear reality this is infiltration, takeover and hijack.
The true change from STO to STS as a linear mission for polarisation, begins at the inception point for that soul at the beginning point of an Epoch or full ascension/descension cycle.
