| 4 | BINANCE INCIDENT | MAJOR UPDATE

Several material developments have emerged since our last report.
1. Binance Allocates $6.34 Billion for Recovery
Binance confirms it has earmarked over $6.34B of company funds to cover affected assets.
$5B is already held in the exact tokens affected.
The remaining ~$1.34B is being sourced through market purchases and OTC transactions.
Purchases involving less-liquid altcoins may take longer.
Binance says it has begun replenishing affected assets and will cover any confirmed shortfall.
2. Frozen Assets Remain at ~$3 Billion
The latest verified frozen total remains approximately $3B.
This is separate from Binance's $6.34B corporate allocation. The two figures should not be added together as recovered funds.
No final net loss or total actually returned has been confirmed.
3. Deposits Operational, Withdrawals Still Paused
Deposits are operating normally.
Binance expects to begin resuming withdrawals within 48 hours of its early October 30 announcement, following security upgrades.
This remains an estimate, not a confirmed reopening time.
4. Investigation Reveals Additional Breach Points
Initial findings suggested a compromised DevOps engineer's laptop.
However, Binance now acknowledges additional points of compromise, describing the operation as considerably more complex than a single compromised employee or malicious click.
No evidence of wallet private-key leakage has been found so far. A full technical report is pending.
5. Law Enforcement & Hacker Attribution
Reuters reports that the FBI and US Secret Service are assisting Binance.
Meanwhile, TRM Labs and Chainalysis have linked the attack to North Korea's TraderTraitor group.
This remains an investigative attribution, not a confirmed identification by Binance.
6. Attacker Funds Continue Moving
Chainalysis reports thousands of rapid transactions suggesting automated laundering.
Arkham has tracked further ETH movements, while on-chain investigators have identified links between funds from this incident and the earlier Bitget exploit through THORChain.

Actual reopening of withdrawals.
Completion of Binance's remaining token purchases.
Further increases in frozen or recovered assets.
The updated Proof of Reserves.
Binance's final technical investigation.
Our Take
The $6.34B allocation is a significant development for customer protection, but its execution and reserve backing still need independent verification.
Binance's replacement purchases may also create temporary demand in certain lower-liquidity altcoins. The timing and quantities remain undisclosed, so this alone is not a reliable trading signal.
