Under Article 106 of the Constitution, if the President refuses to assent to the bill, he must either return it to Parliament with suggested changes or refer it to the Council of State within 14 days. If Parliament passes the bill again with a two-thirds majority, the President is constitutionally required to assent to it within 30 days.
