One thing that always stood out to me in mha is that Hori has strong opinions on how a victim should be. The way he pushes the "perfect victim" narrative forward...... otherwise their victimhood is dismissed by other characters (& the narrative too. Since the perfect victims are treated with much more grace)
(I mean he couldn't even let Natsuo and Shouto stay angry with their father. It's one step forward and two steps back with them.)
(We see this in like Shigaraki vs Eri. Shouto, Natsuo & Dabi vs Rei & Fuyumi. Shigaraki vs Izuku. Spinner vs Shouji. Nagant vs Hawks. There is a pattern. To Hori, the correct way to be a victim is a victim who is not angry, who doesn't have resentment. A perfect victim.)
