What is the meaning of never made the count i don't understand this part

they only print when a bar closes outside the band and the next bar’s open confirms direction. If there are many arrows due to a continuous trend, it can erase some arrows & leave the most latest one. One arrow May also Erase, (on small timeframes) But the crossover remains. This indicator is mostly for detecting & timing trend reversals. & also exiting a trade.
